MKD
) DPR, Monday (17/11).
They reported 11 members of the RKUHAP Bill Working Committee for alleged violations of the code of ethics related to drafting laws as regulated in the MD3 Law.
The coalition took issue with the process of drafting the RKUHAP which was deemed not to fulfill the elements of public participation.They also accused it because the coalition’s name was thought to have been used in drafting the bill.

“We reported eleven people, leaders and members of the Panja from elements of the DPR RI related to the discussion of the RKUHAP,” said the Director of the Jakarta Legal Aid Institute (LBH) Fadhil Alfathan at the parliament complex.
Fadhil admitted that his party had been invited for an audience in May 2025, before the discussion process began.However, he protested because recently the hearing was included in the agenda of the public hearing meeting (RDPU).
The problem is, because they were only invited to an audience, they did not provide substantive material input.During the hearing, the civil coalition, said Fadhil, only reminded them that the discussion process should be carried out carefully.
“Yes, there we conveyed various substances, input and so on, but it turns out there has been no change, yes, substance like that,” said Fadhil.
Some of the names complained of in this case are, Chairman of Commission III of the DPR, Habiburokhman, and two other leaders, namely Mohammad Rano Alfath from PKB, Sari Yuliati from Golkar.
Meanwhile, other members include Safaruddin, Soedeson Tandra, Muhammad Rahul, Machfud Arifin, Hasbiallah Ilyas, Nasir Djamil, Endang Agustina, and Hinca Pandjaitan.
Meanwhile, several organizations that are members of the civil coalition are the Indonesian Legal Aid Foundation (YLBHI), Community Legal Aid Institute (LBHM), Indonesia Judicial Research Society (IJRS), APIK Legal Aid Institute, Lokataru Foundation, Indonesian Legal Resource Center (ILRC), National Coalition of Disability Organizations, and the Alliance of Independent Journalists (AJI).
Commission III opens its vote
Chairman of Commission III of the DPR, Habiburokhman, admitted that he was surprised by the report of alleged profiteering.Moreover, this criticism was conveyed after the RKUHAP was passed at the first level before it was passed into law at the Plenary Session.
“We are surprised why this claim only emerged today, November 17 2025 or 4 days after the first level discussion was completed,” he said when contacted, Monday (17/11).
According to Habib, as critics, the coalition should be more active.Instead of being conveyed at the end, this criticism should be conveyed during the discussion process.
“We emphasize that there is no profiteering, we are actually trying to accommodate civil society input,” said Habib.
