It is suspected that the looting was carried out by victims of landslides and floods who had not yet received assistance.
Head of North Sumatra Regional Police Penmas Subdivision, AKBP Siti Rohani said the 16 people arrested were MHH (20), SS (24), AZ (27), ZR (24), OFH (18), ART (19), DH (20), ISS (18), A (18), MS (18), BA (18), ER (21), DAM (18), ABS (18), D (18) and BNH (17).

“They took a number of items, ranging from packaged drinks, sausages, sugar, soap, to snacks,” said Siti, Monday (1/12).
Siti said the looting occurred at several mini markets, including three Indomaret outlets on Jalan Sisingamangaraja (in front of the Kebun Jambu gas station), Jalan Suprapto, and Indomaret on Jalan Sibolga-Barus.
“Then at Alfamidi Jalan Sisingamangaraja, and three Alfamart outlets on Jalan Imam Bonjol, Jalan Suprapto and Alfamart Jalan Merpati,” he explained.
Dozens of residents suspected of being flood and landslide victims looted a number of minimarkets in Sibolga City.Not only that, the Bulog warehouse was also looted on Saturday (29/11) afternoon.
The looting was triggered by delays in aid logistics due to the isolated conditions of the area.
Looting also occurred in Central Tapanuli.A video showing a number of residents allegedly looting several minimarkets in Central Tapanuli Regency (Tapteng), North Sumatra, went viral on social media.
This action was said to have occurred because residents had difficulty getting basic necessities after the floods and landslides that hit since the beginning of the week.
In the footage circulating, dozens of residents can be seen entering the minimarket whose door was already partially open.
They take daily necessities such as instant food, drinking water and other basic supplies.After that, residents were seen leaving the location carrying their belongings.
