Since the reform era, at least four Riau governors have been handled by anti-corruption agencies for various cases of abuse of power and bribery.

The Governor of Riau for the 1998-2003 period was the first governor to be involved in corruption in the procurement of fire trucks worth IDR 15.2 billion.
He was sentenced to 4 years in prison and a fine of hundreds of millions of rupiah because he was proven to have made a direct appointment (PL) which caused a loss of state money.
The case started when the Riau Provincial Government bought 16 fire trucks without following open auction procedures.
Rusli Zainal
Saleh Djasit’s successor, Rusli Zainal, also ended up on the court.He was caught in two big cases at once, namely bribery for organizing the XVIII National Sports Week (PON) in Riau and business permits for the utilization of plantation forest products (IUPHHK-HT) in Pelalawan and Siak, in 2013.
The panel of judges sentenced Rusli to 14 years in prison and a fine of IDR 1 billion.He was deemed proven to have received gratuities and abused his authority during his two terms in office.
He received a reduction in his prison term to 10 years.
Annas Maamun
Governor of Riau 2014-2019 Annas Maamun was arrested by the KPK in September 2014 not long after being appointed Governor.
He was proven to have accepted bribes regarding forest area function experts for oil palm plantations through the revision of the Regional Spatial Planning (RTRW) in Riau Province.
In 2015, the Jakarta Corruption Court sentenced him to 6 years in prison and a fine of IDR 200 million (a subsidiary of 6 months in prison).Then, the Supreme Court increased the sentence to 7 years in prison after the prosecutor filed an appeal.
In October 2019, Annas received pardon from President Jokowi, so his sentence was reduced by one year to 6 years.The pardon was granted in accordance with Presidential Decree (Keppres) Number 23/G of 2019. Then he was released in September 2020.
However, on March 30 2022, he was again detained by the Corruption Eradication Commission (KPK) for bribing members of the Riau DPRD in ratifying the 2014‑2015 APBD, and was sentenced to 1 year in prison.
Abdul Wahid
Most recently, the Corruption Eradication Commission (KPK) carried out an arrest operation (OTT) against the Governor of Riau 2025-2030 Abdul Wahid on Monday (3/11).
During this operation, Abdul Wahid was one of around 10 people taken by the KPK team.
Abdul Wahid arrived at the KPK building on Tuesday (4/11) at around 09.35 WIB.He was seen wearing a white t-shirt and mask.
Until now, investigators are still moving in the field to dig up a lot of evidence and information regarding alleged corrupt practices within the Riau Province PUPR Service.Abdul Wahid has so far not been named a suspect in the corruption case.
The KPK has 1 x 24 hours to determine the legal status of all parties caught in the OTT, including Abdul Wahid.
