who stumbled upon a corruption case being handled

He was officially detained by the Corruption Eradication Commission for the first 20 days in a case of alleged extortion related to the addition of the 2025 budget allocated to the UPT Roads and Bridges for Regions I-VI of the PUPR PKPP Service and/or receipt of gratuities.
Apart from Abdul Wahid, the Corruption Eradication Commission (KPK) is also processing the case against suspect Dani M. Nursalam as Abdul Wahid’s Expert and Head of the PUPR PKPP Service for Riau Province M. Arief Setiawan.

The Corruption Eradication Commission (KPK) uncovered this case through a Hand Arrest Operation (OTT) which was held on Monday, November 3 2025. In this silent operation, the Corruption Eradication Commission found and confiscated IDR 1.6 billion (consisting of rupiah denominations, United States dollars and Pound Sterling).
Prior to this, the Corruption Eradication Commission (KPK) had also processed the law against three other Riau Governors.
Annas Maamun
Governor of Riau 2014-2019 Annas Maamun was arrested by the KPK in September 2014 not long after being appointed Governor of Riau.
Annas Maamun was proven to have accepted bribes related to the conversion of forest areas to oil palm plantations through the revision of the Regional Spatial Planning (RTRW) in Riau Province.
In 2015, the Corruption Crime Court (Tipikor) at the Central Jakarta District Court (PN) sentenced him to 6 years in prison and a fine of IDR 200 million subsidiary to 6 months in prison.
Along the way, the Supreme Court (MA) increased the sentence to 7 years in prison after the KPK prosecutor filed an appeal.
In October 2019, Annas Maamun received pardon from the 7th President of the Republic of Indonesia Joko Widodo, so his sentence was reduced by one year to 6 years.
The pardon was granted in accordance with Presidential Decree (Keppres) Number 23/G of 2019. Then he was released in September 2020.
However, on March 30 2022, Annas Maamun was again processed by the Corruption Eradication Commission (KPK) for the bribery case of Riau DPRD members for the 2009-2014 period in ratifying the 2014 RAPBDP and 2015 RAPBD, and was sentenced to 1 year in prison.
Rusli Zainal
Previously, the Corruption Eradication Commission (KPK) first processed the law of the Governor of Riau for the 2003-2008 and 2008-2013 periods, Rusli Zainal.He was caught in two big cases at once, namely bribery for organizing the XVIII National Sports Week (PON) in Riau and business permits for the utilization of timber and plantation forest products (IUPHHK-HT) in Pelalawan and Siak in 2013.
The panel of judges sentenced Rusli to 14 years in prison and a fine of IDR 1 billion.
He was deemed proven to have received gratuities and abused his authority during his two terms as Governor of Riau.During the ongoing process, Rusli Zainal received a reduction in his prison term to 10 years at the review stage (PK).
Saleh Jazit
Rusli Zainal’s predecessor, Saleh Jazit, as Governor of Riau for the 1998-2003 period, was the first to be involved in a corruption case in the procurement of fire engines worth IDR 15.2 billion.
Saleh Jazit was sentenced to 4 years in prison and a fine of hundreds of millions of rupiah because he was proven to have made a direct appointment (PL) which caused state financial losses.
The case started when the Riau Provincial Government bought 16 fire trucks without following open auction procedures.
