Regional governments shared experiences and strategies in strengthening regional fiscal independence, starting from digital innovation, institutional reform, optimizing regional assets, to strengthening the role of BUMD as a driving force for PAD.
This forum is a space for joint learning about the challenges and good practices of PAD management at the city level.

“As I often say, there are three main challenges facing APEKSI as an association that oversees all city governments in Indonesia. First, APEKSI must be able to reduce disparities between cities in Indonesia which have very diverse characteristics and potential,” said Chairman of the APEKSI Management Board and Mayor of Surabaya Eri Cahyadi in a written statement, Friday (7/11).
Eri said that the Fiscal Conference this time also encouraged APEKSI to act as a bridge between stakeholders across sectors, both in development aspects at the city, national and global levels.
APEKSI is also prepared to be an effective forum for accommodating and fighting for the city government aspirations of the 98 APEKSI members, especially in implementing regional autonomy in line with the constitutional mandate.
“Our task together is how the success achieved by one city can inspire and spread to other cities,” he said.
Meanwhile, the Mayor of Malang, Wahyu Hidayat, as the host and Chair of the APEKSI Region IV Commissariat, said that this event emphasized the importance of local original income (PAD) in supporting the role of regional government.
“PAD is not only about income, but also about regional independence, creativity and resilience in financing the development of its own city,” said Wahyu.
Exchange local government knowledge
This year’s Fiscal Conference is designed as a joint learning space between cities.Through a panel discussion session, participants from Bapenda/BPKAD, BKAD, Bappeda, Regional Secretariat, and BUMD exchanged experiences in exploring local potential to strengthen PAD.
The implementation of this discussion does not stand alone, it is part of a journey to study, discuss and document the experiences of APEKSI member cities in the period 2022-2024.
A number of practitioners also shared their experiences in this forum, such as the Director of PDAM Tirta Musi, Palembang City, M. Azharuddin, Director of PDAM Tirta Taman Sari, Madiun City, Suyoto, Head of the Regional Tax and Retribution Management Agency for Balikpapan City, Idham, Head of the Denpasar City Bapenda I Gusti Ngurah Eddy Mulya, and Head of the Lubuk Linggau City Bapenda Hendra Gunawan.
This discussion was guided by Sicillia Leiwakabessy, APEKSI Knowledge Management Coordinator.
One of the important moments in this activity was the launch of the good practice book series with the title
Our City’s PAD: Not Just Numbers
.This book describes various strategies for managing and increasing PAD in a number of APEKSI member cities.
Not only sharing in the discussion room, participants were also invited to dive into real practice through visits and observations to several strategic locations in Malang City.Starting from the Bapenda Command Center which is the digital control center for regional tax services to the Malang Creative Center (MCC) which is a collaborative ecosystem for creative economy players.
