(flat) subsidies
in five cities in Indonesia.
The five cities are Jakarta, Makassar, Medan, Surabaya and Manado.
Ara hopes that urban flats can become an alternative place to live for the Indonesian people.

“In the city, land is expensive, if it’s a landed house, it’s difficult because it’s heavy, right? Then, quite a lot of people want their house in the city because they don’t want to be far from their place of work,” explained Ara after the KUR Policy Committee Meeting at the Coordinating Ministry for the Economy, Central Jakarta, Monday (17/11).
Ara emphasized that subsidized flats are most ready to be built in Jakarta and Surabaya.The minister hopes that the project can start soon in 2026.
He said that the construction of the flats would also be reported to the Deputy Attorney General for Civil and State Administration (Jamdatun) at the Attorney General’s Office and the Financial and Development Supervisory Agency (BPKP).
Moreover, the PKP Ministry is considering the use of land used by correctional institutions (prisons).
Director General of Urban Housing at the PKP Ministry, Sri Haryati, emphasized that the former prison land is still in the process of liquidation.
“Imipas (Ministry of Immigration and Corrections) is a division of several ministries, so they have to determine first which assets they own. The process is still in liquidation, so we are still discussing it,” explained Sri.
“Later, we will calculate the cost of the flats, because if the subsidized housing is limited, as is the case with the price, we are currently studying it,” he stressed regarding the potential for using prison land as subsidized flats.
Sri emphasized that in the future the vertical residence will become property rights.Those who occupy it are entitled to obtain a certificate of ownership (SHM) for the flat unit (sarusun).
“For freehold subsidized housing, it’s in the form of SHM Sarusun, for vertical (residential) it’s like that,” stressed Ara’s subordinates.
