Bahlil Shows Off ESDM Deposits PNBP IDR 200 T as of November 10

pamar has successfully deposited Non-Tax State Revenue (
PNBP
) amounting to IDR 200.66 trillion to the state as of November 10 2025. This realization reached 78.74 percent of the target of IDR 254.83 trillion.
According to Bahlil, this realization indicates that the performance of the oil and gas sector is very good and he is confident that the PNBP target can be achieved 100 percent by the end of the year.
“Regarding our PNBP. Thank God, we have been able to realize 78.74 percent of the PNBP target from our APBN target,” said Bahlil at the DPR RI Commission XII Meeting, Tuesday (11/11).

He said that this year’s PNBP achievement could even exceed the target even though commodity prices are trending downwards.However, he is confident that the sector’s performance is improving.
“God willing, this PNBP target can be achieved by December 31, hopefully it can be more. Even though we know that commodity prices are currently falling. Both oil, the oil price assumption in our APBN is wrong, it is decreasing,” he explained.
“Then the price of coal and other mineral commodities also decreased. But we don’t want to reduce the price of ICP and mineral prices to reduce the state revenue target,” he added.
Bahlil said he would try to increase PNBP deposits in sectors under his ministry even in the midst of various challenges.
“Because of what? The country now needs a lot of budget for financing, including the ESDM sector. That’s why we are still setting the APBN target in our PNBP revenues, God willing, we can reach the target. Now it is 78.74 percent,” he explained.
Meanwhile, for 2026, the government is targeting the Ministry of Energy and Mineral Resources to be able to deposit PNBP amounting to IDR 236.61 trillion in the 2026 Draft State Revenue and Expenditure Budget (RAPBN).
