Initially, Bahlil was sarcastic about private fuel oil (BBM) companies which had refused to buy oil from PT Pertamina (Persero).
“Yesterday there was a private sector that didn’t want to buy oil as if what would it be called, the petrol pump would no longer be there, then they would sell massage therapists, sell ice,” quipped Bahlil at the 2025 Bisnis Indonesia Group Conference at the Raffles Hotel, South Jakarta, Monday (8/12).

“Well, you just make a masseuse (massage) until you die there, a masseuse (massage). What does that have to do with me?”he added.
Bahlil also said that the state should not be controlled by entrepreneurs, on the contrary, the state should regulate entrepreneurs but not arbitrarily.
“When our import quota has been given 10 percent more, are you still asking for it? Is there really no regulation in this country?”Bahlil said.
Bahlil also emphasized that the state has regulations that must be obeyed by all parties, including private companies.He also joked that he would fill private gas stations’ fuel tanks with ice.
“Later, I’ll use social media, as if I’m going to be a masseuse, then I’ll sell ice. Yes, that’s good, after a while we’ll give him all the ice, so he can just sell ice. It’s definitely going to be busy again on social media. That’s what I did on purpose. It’s okay.

Bahlil emphasized that what he conveyed was a firm message to businessmen that the government wants to control imports to maintain the country’s trade balance, commodities and foreign exchange.
Previously, several private gas stations, namely Shell, Vivo and BP-AKR, experienced fuel stock shortages.This is because the government limits non-subsidized fuel imports for private companies.
The scarcity of stock means that gas stations cannot sell fuel, so companies look for other sources of income, namely selling ice, coffee and even opening reflexology massage services.
This attracted public sympathy, resulting in invitations to buy drinks sold by employees and criticism of the government’s policy regarding restrictions on imports of non-subsidized fuel.
Currently, Shell, Vivo and BP-AKR gas stations have received fuel stocks purchased from Pertamina.
