“So that will be examined later. The regional regulation, if there is no Ministry of Home Affairs registration number, is not valid,” said regional autonomy expert, Djohermansyah Djohan, when contacted by journalists, Tuesday (4/11).
Djohermansyah also emphasized that the Ministry of Home Affairs would still assess the suitability of the draft regional regulation material with higher laws and regulations, the principle of non-discrimination, as well as procedures for forming regional regulations.

“So, the Ministry of Home Affairs will study whether the regional regulation does not conflict with higher laws and regulations. Also whether the regional regulation does not do anything, is it not of a nature called discrimination, whether it has been made in accordance with applicable procedures, whether it follows the stages or not,” he added.
Apart from that, he also added that if conflicts are found, including with traffic and highway laws, the Draft Regional Regulation must be revised before it can be promulgated.
“Later, if there are other laws, namely traffic laws, road laws, which are violated or which are contradictory, after being studied by the Ministry of Home Affairs, the regulations will be ordered to be corrected first. That’s it. Well, there are stages of improvement,” he explained.
According to him, even though the Bali Provincial Government and the Bali DPRD have agreed, the status of the Draft Regional Regulation remains under the preventive supervision of the central government.
Previously, the Bali Provincial Government and the Bali DPRD had agreed on the Draft Regional Regulation for the Implementation of Application-Based Tourism ASK Services.
The draft regional regulation will require drivers to have Balinese ID cards, vehicles to have DK plates, the use of the official “Kreta Bali Smita” label, standardization of fares with differentiated fares for Indonesian citizens and foreigners, as well as plans to issue a Gubernatorial Regulation to regulate sanctions.The draft regional regulation will be sent to the Ministry of Home Affairs for a facilitation process before being promulgated.
