named two suspects in the alleged criminal act of corruption in providing housing allowances to leaders and members of the Regency DPRD

The two suspects named by the West Java Prosecutor’s Office are former Secretary of the Bekasi Regency DPRD Rahmat Atong S (RAS) and former Deputy Chair of the Bekasi Regency DPRD Soleman (S).State losses in this corruption case are estimated at around IDR 20 billion.
Assistant for Special Crimes (Aspidsus) at the West Java Prosecutor’s Office, Roy Rovalino, explained that the determination of the suspect was carried out based on two Investigation Orders, namely Print-66/M.2/Fd.1/08/2025 and Print-3420/M.2/Fd.2/12/2025.

The two suspects were charged with Article 2 and Article 3 in conjunction with Article 18 of the Corruption Eradication Law, as well as Article 55 paragraph (1) 1 and Article 56 of the Criminal Code.

Roy then explained the alleged modus operandi of the alleged act of corruption.
Roy explained that the case began in 2022, when DPRD members proposed an increase in housing allowances.Rahmat Atong then appointed the Antonius Public Appraisal Services Office (KJPP) to calculate the value of the allowance based on the SPK dated January 26 2022.
KJPP generates a housing allowance for DPRD Chairpersons of IDR 42.8 million, Deputy Chairpersons IDR 30.35 million, and DPRD members IDR 19.8 million.However, this result was rejected by the leadership and board members.
Roy emphasized that after the rejection, the calculation of allowances – especially for the deputy chairman and members – was determined by the DPRD elements led by the suspect Soleman, without a public assessment mechanism.
“Determining the value of allowances without using a public appraiser is clearly contrary to PMK Number 101/PMK.01/2014,” said Roy in a press release from the West Java Prosecutor’s Office, which was received on Wednesday (10/12).
As a result of the actions of the two suspects, the state suffered losses of up to IDR 20 billion.
The West Java Prosecutor’s Office has detained the suspect Rahmat Atong at the Kebonwaru Detention Center, Bandung, for the next 20 days, from 9 to 28 December 2025. The detention was carried out based on warrant Number Han: PRINT-3421/M.2.5/Fd.2/12/2025.
Meanwhile, the suspect Soleman was not detained by prosecutors because he is serving a prison sentence at Sukamiskin Prison.Soleman has been convicted and sentenced to 2 years in prison in a case of bribery and gratification on a development project.
