Deputy Minister of Home Affairs Bima Arya Sugiarto asked regional governments (Pemda) to create innovation.
It is hoped that this innovation will truly present a solution, not just be an image show or award-oriented.According to him, innovation must be born from community needs and provide real benefits.
“Don’t let this innovation only be oriented towards rewards and gimmicks, don’t. There’s no taste, no benefits for the people. If it doesn’t become a solution, it has no meaning,” said Bima at the 2025 Lamongan Award event at the Lokatantra Lamongan Pendopo, East Java, Friday (5/12).

According to him, effective innovation not only solves regional problems, but also provides added value to society.Therefore, innovation must enter the system and have an immediate impact on society.To make this happen, every innovation must be based on strong research.
“So all of this research is serious. If the research is just copy paste from the internet, what’s the point? There has to be a calculation of the numbers. Then this innovation also has to have funding support. This innovation also has to build collaboration with all stakeholders,” said Bima.
According to Bima, developed countries have a tradition of institutionalized and sustainable innovation.The change of leader does not stop the process.He gave an example of an experience he encountered while taking a course at the Lee Kuan Yew School of Public Policy, Singapore.There is a tradition there, when a new minister is appointed, he immediately gathers his staff together with the previous minister.
“I asked, for what? To ensure all programs continue. To ensure all innovation continues,” he said.
At the Lamongan Award event, Bima explained an innovation matrix that describes the diversity of individual thought patterns and characters in creating innovation.According to him, some State Civil Apparatus (ASN) have high creativity and consistency to continue creating, while others are more passive.A similar pattern can also be seen among regional heads, some are known to be progressive and innovative, while others are less prominent.
From this matrix, Bima concluded that innovators have a change mindset, a fighting spirit, and a strong drive to benefit others.
