Director of Planning and Development of BPJS Health Mahlil Ruby said that this condition occurred before there was certainty about the injection of money from the state.He said that the plan to disburse IDR 20 trillion from the government had finally made BPJS assets safe.
“In accordance with the calculation of the 2026 Annual Budget Work Plan (RKAT), assuming at that time there will be no additions from the government, at the end of 2026 net assets will be minus Rp. 11 trillion, but can still be paid. This means that cash is still there, only our net assets will be minus,” he said at the National Health Insurance Working Committee Meeting with Commission IX of the DPR RI in Central Jakarta, Wednesday (26/11).

“In this year’s policy, the government has disbursed funds of IDR 20 trillion with a mechanism that later the government will take a policy. In 2026 we will still have a positive figure of IDR 11 trillion because of the additional IDR 20 trillion,” continued Mahlil.
BPJS Health emphasizes that this impact will be felt if there are no policies that affect the cost of benefits.
The fate of BPJS Health next year is better than the initial analysis in 2024.Mahlil said that at that time his party even predicted that there would be a default in 2026.
“In 2024, when we got the signal that in the middle of 2026, if we didn’t do anything, in the ninth month (September) 2026 there would be a default. That was when (the analysis) was in early 2024,” said Mahlil.
“Because of that, we internally did what we call increasing filters for claims. So there was a bit of excitement at that time when the claims had been paid, but at that time we carried out controls so that proper services at health facilities were provided to the public,” he continued.
Mahlil said that BPJS’s steps could reduce benefit costs throughout 2024, from IDR 185 trillion to only IDR 175 trillion.BPJS Health also targets that benefit costs in 2025 will be no more than IDR 200 trillion.
“Regarding these things, it is sometimes assumed that this control is like limiting quotas, but for urgent matters, for example threatening lives, we do not limit the quota. So, from a sustainability perspective, up to 2026 we will still be able to pay and there will be no defaults,” he stressed.
“Hospitals can still accept (BPJS patients) and there is nothing we won’t pay for hospitals until the end of 2026 and in fact our net assets are still positive at around IDR 11 trillion. Hopefully there will be no other policies that cause this target to become negative, for example increasing rates or expensive services,” hoped Mahlil.
Previously, Minister of Finance (Menkeu) Purbaya Yudhi Sadewa emphasized that the government had budgeted IDR 20 trillion for BPJS Health.One of the uses of this money is to erase or whiten the arrears of National Health Insurance (JKN) participant contributions.
This amount of money was included in the 2026 State Revenue and Expenditure Budget (APBN). Nevertheless, Purbaya still asked BPJS Health to make a number of improvements.
“So, the leaks will be repaired. Then if they (BPJS Health) waste money buying equipment that is not necessary, I say fix it,” said Minister of Finance Purbaya at the Coordinating Ministry for the Economy, Central Jakarta, Wednesday (22/10).
“They apparently have a large IT team, 200 IT employees there. I ask that it be made more professional so that everything is truly integrated. There needs to be clear standards that are run by an AI-based IT system so that if there is fraud, the remedy is immediately detected,” suggested the State Treasurer.
