Catalog e-Audit Feature Developed to Eradicate Goods and Services Corruption

) together with the Government Goods/Services Procurement Policy Institute (LKPP) and the Financial and Development Supervisory Agency (BPKP) developed the e-Audit feature in the Electronic Catalog Version 6 (Catalog V.6).
This feature allows the Government Internal Audit Apparatus (APIP) to carry out monitoring and auditing based on electronic transaction data in the goods and services procurement (PBJ) process.Corruption Eradication Commission officials stated that one of the battlefields against corruption is in the procurement of goods and services.
The launch of e-Audit Catalog V.6 was carried out in conjunction with a series of events commemorating World Anti-Corruption Day (Hakordia) 2025 at Graha Pandawa, Yogyakarta City Hall, Monday (8/12).

Stranas PK Coordinator and Acting Deputy (Plt) for Prevention and Monitoring of the Corruption Eradication Commission, Aminudin, said that the PBJ sector is currently still a tough ‘battlefield’ for eradicating corruption.
“We have to be honest that the Goods and Services Procurement sector is still a battlefield in the context of eradicating corruption,” said Aminudin at Yogyakarta City Hall, Monday (8/12).
He said that the mode of corruption continues to develop.Law enforcers and a number of related parties must adapt to current conditions.
“We must not be wrong, we must not lose quickly to those who try to take advantage of the existing system and regulatory situation,” said Aminudin.
“They are now hiding behind sophisticated digital systems, manipulating allocations and playing with prices outside. So, the data we analyzed and found, even though our system has been digitalized, turns out they also use sophisticated ones. We must not lose to them,” he continued.
Aminudin added that the Government Internal Supervisory Apparatus (APIP), which is on the front line, is often positioned as a fire fighter.
They start to act when state losses have already occurred and are often too late to prevent the damage.
“To mitigate this, Stranas PK together with LKPP and BPKP collaborated to develop the e-Audit V.6 feature. This system is designed to make it easier for all APIPs to carry out initial reviews based on electronic data because now procurement is electronic, supervision is electronic, so we use e-Audit,” he said.
The agenda for the launch of the e-Audit feature in Catalog V.6 was attended by KPK Leader Agus Joko Pramono, Head of BPKP Muhammad Yusuf Ateh and APIP Trustee, and Head of LKPP Sarah Sadiqa as owner and manager of the electronic catalog system which was developed in collaboration with PT Telkom Indonesia.
Then the Inspector General of the Ministry of Home Affairs Sang Made Mahendra Jaya as the regional APIP Supervisor and representative member of the National Corruption Prevention Team.
Officials from the provincial and all districts/cities in DIY were also seen offline and online.
e-Audit feature
Agus Joko Pramono explained that the e-Audit Catalog V.6 feature was an important leap in data-based PBJ supervision amidst the high vulnerability to corruption in the PBJ sector.
This platform was developed through the INAPROC ecosystem, in accordance with the procurement digitization mandate in Presidential Regulation Number 17 of 2023 (Perpres 17/2023).
“This launch is expected to strengthen the culture of digital supervision and improve the integrity of national procurement,” said Agus.
Agus said e-Audit Catalog V.6 is expected to improve APIP’s ability to monitor PBJ digitally, automatically and in real-time.
Some of the main features of e-Audit Catalog V.6 are:
• Catalog transaction dashboard that is integrated with the INAPROC account.
• Early detection of anomalies and suspicious transaction patterns.
• Digital evidence-based audit process without waiting for manual reports.
• Analyze prices, providers and products in one data ecosystem.
• Early warning system function to speed up monitoring follow-up.
“With e-Audit, APIP can quickly identify anomalies, starting from price changes before and after transactions, newly released products that are immediately transacted, repeated transactions to certain providers, to abnormal package approval speeds,” said Agus.
The National Strategy for PK as stated in Presidential Regulation Number 54/2018 is a national policy direction that contains the focus and targets for preventing corruption and is used as a reference for ministries, institutions, regional governments and other stakeholders in implementing actions to prevent corruption in Indonesia.
Stranas PK consists of five ministries/institutions, namely the Corruption Eradication Committee, the Ministry of Home Affairs, the Ministry of National Development Planning/Bappenas, the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB), and the Presidential Staff Office.
