Amendment to the 1945 Constitution
or the constitution is not an instant solution of every problem.
Muzani said the MPR held full responsibility to ensure the constitution remained sturdy and relevant.However, this authority must be used very carefully and wisely.
“Amendment is not an instant solution for every problem. He must go through a long process. He must go through a transparency process,” Muzani said on the commemoration of the Constitutional Day at the Parliament Complex, Jakarta, Monday (18/8).
He considered that the community must know every step and reasons behind the amendment proposal.In addition, the community must also be fully involved in every process.
The constitutional amendment, he said, must be done based on a broad consensus.According to him, changes in the constitution should not be done only because of personal or group interests.
“Changes in the 1945 Constitution must not be based on the wishes of a group of people or a handful of people, but must reflect the agreement of all elements of the nation,” he said.
Muzani said the MPR must remain intact, relevant, and be the highest guidelines for all Indonesian people.This was done through objective and in-depth studies of the constitutional system.
“For example, how is the current presidential system that is our choice to be effective? Or overlapping authority between state institutions that cause emptiness or precisely a buildup of power?”said Muzani.
Since Indonesia was established, the 1945 Constitution has experienced amendments four times.The last amendment was carried out in 2002.
MPR several times discussed the fifth amendment.However, several times the plan was shrouded in a political agenda.
In 2021, MPR Chair Bambang Soesatyo had discussed the constitutional amendments.He proposed the addition of the State Defense Principles (PPHN).
The discourse is in conjunction with the extension of the President’s term of office.At that time, the 7th President Jokowi had spent half of his second period of his term of office.
He could no longer advance as president because the constitution limits the term of office of President for two periods to each period of five years.
