Habib said that the appointment of the National Police Chief with the approval of the DPR was a reform mandate.This is stated in Article 7 paragraph (3) TAP MPR Number 3 of 2000.
“This proposal is ahistorical if it is related to police reform,” said Habib when contacted, Friday (12/12).

According to him, Article 7 paragraph (3) states that the National Police is led by the National Police Chief who is appointed by the President with the approval of the DPR.According to Habib, in that context, the proposer failed to explain the scientific arguments for the proposal.
“We assess that the proposer failed to explain the scientific arguments for the proposal,” he said.
The Deputy Chairperson of the Gerindra Party believes that if the right to supervision is connoted as intervention, the same thing applies if the National Police is supervised by other institutions, apart from the DPR.
According to Habib, the accusation of the DPR’s approval as intervention is a haphazard accusation.
“The accusation that the DPR’s approval creates opportunities for intervention in the police, making it difficult for the National Police to carry out their duties, is a blind accusation that is not based on data,” he said.
In fact, on the other hand, the DPR is often considered too soft because it often ignores allegations of violations committed by members of the National Police.If consent is removed, Habib believes violations will become even more massive.
“What is clear is that the DPR is a legislative institution which is the constitutional representation of the people. Approval of the appointment of the National Police Chief is part of the implementation of the DPR’s task of supervising the government,” he said.
Former National Police Chief General (Ret.) Da’i Bachtiar proposed that the President of the Republic of Indonesia appoint the National Police Chief without having to go through a process in the DPR.
According to Da’i, the appointment of the National Police Chief is the President’s prerogative.Da’i Bachtiar questioned the relevance of the DPR’s involvement in his election.
Da’i is also worried about the current mechanism which also involves the DPR.According to him, the elected National Police Chief will bear the burden of political ‘retribution’ to the DPR.
“For what reason? It is feared that the National Police Chief will face burdens after voting, because there may be remuneration and so on at the approval forum. Even though the aim is good, yes, it is control over the prerogative power of the President,” he said after the PP Polri met with the Commission for the Acceleration of Police Reform at the Ministry of State Secretariat Building, Jakarta, Wednesday (10/12).
