The Chinese government released a white paper entitled Arms Control, Disarmament and China’s Non-Proliferation in a New Era on Thursday (27/11), the first in 20 years.
Foreign Ministry spokesman Guo Jiakun said China had published such white papers twice, in 1995 and 2005.

“This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the founding of the United Nations (UN),” Guo said during a press conference on Thursday.
The white paper, he continued, systematically states China’s views and policies regarding the international security situation and arms control in the new era.
In addition, the book outlines China’s positive efforts, practical steps and outstanding achievements in participating in the international arms control process over the past 20 years, especially since the 18th National Congress of the Communist Party of China.
The release also shows that China continues to participate constructively in international arms control, disarmament and non-proliferation processes.
China, said Guo, is also actively contributing initiatives and solutions, and is committed to improving the international security environment, enhancing international security cooperation, resolving international security dilemmas, and improving global security governance.
Guo said at this crucial historical juncture, the white paper is very important.
The international security and arms control situation, he continued, is currently very complex and serious.Likewise, regional turmoil often occurs, and the international arms race continues to increase.
In Guo’s view, today humanity must again choose between peace and war, dialogue and confrontation, win-win cooperation and zero-sum games.
“Once again, humanity is at a historic crossroads,” Guo said.
“This shows China’s sense of responsibility and commitment as a major country to actively lead global security governance and maintain international peace and security,” he added.
The release of the white paper comes at a time when relations between China and Japan are tense.
The tension stems from Prime Minister Sanae Takaichi’s statement which was considered provocative and dangerous.
Takaichi said an armed attack on Taiwan could be the basis for Japan to deploy troops as part of the concept of collective defense.
Beijing was furious and asked Takaichi to withdraw his words.However, the Japanese PM was reluctant.The conflict became increasingly heated and protracted.
Most recently, Japan plans to deploy missiles to Yonaguni Island, near Taiwan.China said the plan would trigger military confrontation and endanger the region.
