The Corruption Eradication Commission (KPK) revealed that there was a practice of quotas for thugs in alleged cases
blackmail
which was the background for the Arrest Operation (OTT) against Riau Governor Abdul Wahid and a number of other officials.
“Regarding the increase in the budget at the PUPR Service, then there is a kind of japrem or preman quota of a percentage for regional heads. Those are the methods,” said KPK spokesperson Budi Prasetyo at the KPK office, Jakarta, Tuesday (4/11) evening.
Budi said that the Corruption Eradication Commission (KPK) had conducted a case title or exposure and named a number of suspects in the case. The identities of the suspects and the complete construction of the case will be presented at a press conference on Wednesday (5/11).

“Tomorrow we will explain at a press conference,” said Budi.
In the OTT carried out in Riau, the KPK arrested a total of 10 people. These include the Governor of Riau Abdul Wahid, Head of the PUPR-PKPP Service Muhammad Arief Setiawan, Secretary of the PUPR-PKPP Service Ferry Yunanda, and Tata Maulana who is said to be Abdul Wahid’s confidant.
Another person, Dani M. Nursalam, who is the Governor’s Expert Staff, surrendered himself to the Corruption Eradication Commission on Tuesday (4/11) evening.
From this operation, the Corruption Eradication Commission (KPK) also confiscated money in rupiah denominations, United States dollars and pounds sterling, with a total equivalent to IDR 1.6 billion.
According to Budi, this money was not the first handover.Abdul Wahid is suspected of having received money several times before being caught in the OTT.
“The IDR 1.6 billion is suspected to be part of several handovers to regional heads. This means that this arrest activity was part of several previous handovers,” said Budi.
“So before this arrest activity, there were already other handovers,” he concluded.
