) Setyo Budiyanto proposed that every State Civil Apparatus (
ASN
) received integrity lessons as a condition for promotion.
He conveyed this in the midst of commemorating World Anti-Corruption Day (Hakordia) 2025 which was held at Fort Vredeburg, Yogyakarta.
“In fact, if necessary, if necessary, for example this [integrity learning requirement] is made a requirement, please feel free to take up positions, maybe echelon 2, echelon 3, check first, have you ever attended training programs related to integrity issues,” said Setyo in his presentation.

Setyo gave the example of South Korea’s ACRC (Anti-Corruption and Civil Rights Commission), which has made integrity lessons mandatory for its ASN every year.
“If it was mentioned in South Korea’s anti-corruption ACRC there, they are obliged to do so for at least a year. Well, we might talk about whether it is mandatory or sunnah or whatever, please,” he said.

On that occasion, the Corruption Eradication Commission also launched integrity e-learning which will be tested in 12 ministries/institutions.In this agenda, the Signing of Cooperation (PKS) has been carried out with 12 ministries/institutions.

“Something given, something received that we previously considered normal, even though it was petty corruption, we hope that after participating in this e-learning, people will consider it unnatural,” he added.
Wawan said that 5 million ASN could take part in the program.
“Later, we are targeting 2027, 2028, of course in collaboration with friends from the State Administration Institute (LAN), 5 million ASN every year must take part in this integrity e-learning at least once,” said Wawan.
