Corruption Eradication Commission
(KPK) is still continuing to investigate the flow of money related to additional Hajj quotas from Hajj and Umrah travel agencies to a number of officials at the Ministry of Religion (

This was conveyed by KPK spokesperson Budi Prasetyo after investigators completed their examination of former Minister of Religion Yaqut Cholil Qoumas and a number of parties from the Hajj and Umrah travel agency today, Tuesday (16/12).
“Investigators are also investigating the flows of money from PIHK (Special Hajj Organizers) or Hajj travel bureaus to individuals in the Ministry of Religion for the management or buying and selling of Hajj quotas carried out by these travel agents,” said Budi at his office, South Jakarta, Tuesday (16/12) evening.

Investigators have examined more than 350 Hajj and Umrah travel agencies spread across a number of regions in Indonesia.The inspection was carried out because hundreds of bureaus were involved in managing special Hajj quotas.
Indonesia received an additional Hajj quota of 20,000 after the 7th President of the Republic of Indonesia, Joko Widodo, held a bilateral meeting with the Crown Prince who is also the Prime Minister (PM) of the Kingdom of Saudi Arabia, Mohammed bin Salman Al-Saud, on October 19 2023.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, the special Hajj quota is set at 8 percent of the Indonesian Hajj quota.Meanwhile, the regular Hajj quota is 92 percent.
However, the Minister of Religion at that time, Yaqut Cholil Qoumas, issued a discretion through the Decree (SK) of the Minister of Religion Number 130 of 2024. The distribution of the additional Hajj quota received was 50 percent for the special Hajj quota and 50 percent for the regular Hajj quota.
“Well, all of this was explored by both investigators and also by the BPK in order to calculate state financial losses, including what investigators found in Saudi Arabia which then of course became an enrichment in the process of investigating this case,” said Budi.
Apart from Yaqut, the Corruption Eradication Commission (KPK) today also scheduled inspections of a number of Hajj and Umrah travel agency administrators.
During the ongoing investigation process, on August 11 2025, the Corruption Eradication Committee (KPK) issued a Decree prohibiting traveling abroad for Yaqut Cholil Qoumas, his staff, especially Ishfah Abidal Aziz, and the owner of the Maktour Travel travel agent, Fuad Hasan Masyhur.
The Corruption Eradication Committee (KPK) has also searched a number of places, such as Yaqut’s residence in Condet, East Jakarta, the Hajj and Umrah travel agent’s office in Jakarta, the ASN house of the Ministry of Religion in Depok, and the room of the Directorate General of PHU of the Ministry of Religion.
Many pieces of evidence allegedly related to the case were confiscated.These include documents, electronic evidence (BBE), four-wheeled vehicles and property.
