Diaspora from abroad can be free of import duties as long as they meet the conditions.
Director General of Customs and Excise, Djaka Budhi Utama, said that aid from abroad is still categorized as imported goods and is subject to import duties.
However, Djaka said that import duty exemption is possible, as regulated in the Minister of Finance Regulation (PMK) Number 69/PMK.04/2012 of 2012 concerning Exemption from Import Duty and/or Excise on the Import of Goods Consigned as Gifts/Grants for the Purposes of Natural Disaster Management.

“It is possible to provide import duty exemption facilities for goods for disaster management, in accordance with applicable regulations,” said Djaka at the press conference for our APBN at the Ministry of Finance, Central Jakarta, Thursday (18/12).
He emphasized that the exemption from levies does not apply automatically.Djaka reminded that there is a process that must be followed so that donations for disaster victims are free of charges.In this case, assistance must have recommendations from the National Disaster Management Agency (BNPB)
“What is certain is that you submit it to Customs and Excise with a recommendation from BNPB, then BPBD (Regional Disaster Management Agency) in the region. With a letter of recommendation, we can provide this facility (exemption from import duties),” said Djaka.
In the same place, Minister of Finance (Menkeu) Purbaya Yudhi Sadewa then asked whether BNPB and BPBD already knew about this procedure.Djaka said that the two institutions should have understood the flow of import duty exemption.
Purbaya then touched on the slanted news in a number of mass media and the social media TikTok.He gave an example of parties who labeled the Ministry of Finance’s DJBC and the Directorate General of Taxes (DJP) as heartless in the midst of the flood and landslide disaster on Sumatra Island.
“There’s a lot of people saying on TikTok, ‘People from the (Ministry of) Finance, Taxation, Customs and Excise, all kinds of things don’t have a heart. How come aid items for disasters are taxed too’. There’s nothing like that actually!”Purbaya clarified.
Purbaya said that his party was providing conditional import duty exemptions so that the facility would not be used to bring in illegal imports.
“As long as you go through certain procedures, all you have to do is report it to BNPB, we’ll let you go straight away. If you don’t (go through the procedure), there will be people who will help you, illegal (goods) will come in. So, what some media say is not true (donations from abroad are subject to taxes and import duties),” he stressed.
