In the 2025 findings, it was said that there was a method for counterfeiting fatty matter. The total transaction value is estimated to reach IDR 2.08 trillion with potential state losses in terms of taxes of around IDR 140 billion.
“This initial milestone is a method of embezzlement through admitting that the Goods Export Notification (PEB) is fatty matter, which turns out to not be fatty matter. This is an initial milestone,” explained Bimo during a press conference at Tanjung Priok Port, Jakarta, Thursday (6/11), quoted by Antara.
Meanwhile, in 2021-2024, the practice of manipulating export documents was discovered through the Palm Oil Mill Effluent (POME) report. This mode involves reporting commodities that should not be POME, so that the tax value paid is much lower than it should be.The PEB estimate for this mode is said to be around IDR 45.9 trillion.
Based on the results of supervision by the DJP and Customs and Excise, there was a surge in the volume of exports of fatty matter in 2025 reaching 73,287 tonnes, an increase compared to 31,403 tonnes in 2024, 22,151 tonnes in 2023 and 19,383 tonnes in 2022.
Apart from that, practices of document manipulation, under-invoicing, transfer pricing through foreign affiliates, submission of fictitious VAT refunds, and evasion of Domestic Market Obligation (DMO) obligations for CPO products were found.
As a result of developments at Tanjung Priok Port itself, the number of export containers suspected of violating increased significantly, from 25 containers to 87 containers, all of which came from PT MMS.
The company’s seven PEB documents report fatty matter with a total weight of 1,802.71 tonnes worth IDR 28.79 billion. These commodities are not subject to export duties, export levies, and are not included in the provisions of export prohibitions or restrictions (Lartas).
