“In the Wage Council meeting, to discuss matters related to the UMP, it was decided to determine the 2026 UMP based on an alpha of 0.75,” said Pramono in a press conference at DKI Jakarta City Hall, Wednesday (24/12).
In fact, Government Regulation (PP) Number 49 of 2025 provides room for governors to set alpha in the range of 0.5 to 0.9.
Pramono admitted that there was a tug-of-war of interest in the discussion of the 2026 UMP. He said that from the start, entrepreneurs proposed using a lower alpha.
“I will convey it matter-of-factly and transparently. For entrepreneurs, initially they of course stayed at 0.5, it rose to 0.55, and they stayed at that figure. Meanwhile, workers, they want of course above 0.9 and that is under discussion many times,” explained Pramono.
These differences in views meant that the announcement of the 2026 UMP was delayed until the deadline for determining it was approaching.Pramono said that several days before it was announced, the agreement at the Wage Council was not yet completely unanimous.
Nevertheless, he emphasized that the final decision to determine the 2026 UMP had been agreed upon by the relevant parties and stated in the governor’s decision.
“For the DKI Jakarta Provincial Government, the UMP is not just an increase, but of course we also look at the whole, both from the workers’ side and then entrepreneurs,” he said.
To maintain workers’ purchasing power so that the increase in the UMP remains above regional inflation, the DKI Jakarta Provincial Government has prepared a number of subsidies.
“To ensure that the UMP in DKI Jakarta increases above regional inflation, the DKI Jakarta Government has decided to provide subsidies for several things,” said Pramono.
The four subsidies include public transportation facilities for workers, food assistance, free health check services, and access to drinking water through PAM Jaya.Apart from that, the DKI Provincial Government is also preparing a number of social protection services in accordance with applicable regulations.
On the other hand, the regional government is also providing support for the business world.
“Meanwhile, to support entrepreneurs or business players, we will provide convenience for licensing, service improvements, relaxation and tax incentives, and access to training and capital for MSMEs,” said Pramono.
The Ministry of Manpower released the latest KHL standards which are used as a reference in determining minimum wages. These standards are prepared using methods based on International Labor Organization (ILO) standards by considering the main components of household needs.
Based on this data, DKI Jakarta is ranked first as the province with the highest KHL in Indonesia amounting to IDR 5,898,511 per month.
Below DKI Jakarta, the next highest KHL is East Kalimantan at IDR 5,735,353 and the Riau Islands at IDR 5,717,082.The next position is filled by the Papua, Papua, South Papua, Central Papua and Mountain Papua clusters, each Rp. 5,314,281.
