DPR asks for evaluation of mining permits and land conversion in Bandung

Rajiv assesses that environmental problems in the region are no longer just natural disasters, but rather an accumulation of ecologically undisciplined licensing policies.
“A total evaluation is needed so that there are no more activities that conflict with the ecological function of the area,” Rajiv was quoted as saying

Rajiv highlighted the massive land conversion in Greater Bandung which has shifted the role of agricultural land and green areas to built-up space.Scientifically, this change is said to have an impact on reducing water infiltration capacity and increasing surface runoff.
“In the long term, this region will face an ecological paradox. Environmental damage in upstream areas will have a direct impact on downstream areas, ranging from floods, landslides to clean water crises,” he explained.
According to Rajiv, supervision over the implementation of Environmental Impact Analysis (AMDAL) is also still weak.He said that many permits were still issued without comprehensive environmental studies.
“AMDAL is only administrative in nature without supervision of implementation in the field,” he added.
Rajiv encouraged related ministries and institutions to synchronize licensing data.This synchronization includes permits for nature-based tourism, mining activities, as well as land use changes that have the potential to violate regional spatial planning (RTRW) and protected areas.
“Development may continue, but it must be in line with natural capabilities and the spatial planning that has been determined. Strong development is development that is based on sustainability,” he said.
Furthermore, Rajiv also reminded that Law Number 32 of 2009 concerning Environmental Protection and Management has mandated the principles of prevention and caution.
“The state must not wait for damage to occur before acting. Permit evaluation must be a corrective step to prevent wider and permanent damage,” he stressed.
In the context of national development, Rajiv emphasized that strengthening natural resource governance is an important part of the Asta Cita vision of President Prabowo Subianto’s government, especially in maintaining environmental sovereignty and regional resilience.
“Development must be based on caution. When space is damaged, the cost of restoration is much more expensive than the immediate economic benefits,” he concluded.
