Arse said that the results of the evaluation of the second amended Prolegnas 2025, agreed that the Election Bill would be discussed through a codification system in 2026.Apart from the Election Bill, there are two other bills included in it, namely the Regional Election Bill and the Political Parties Bill.

Previously, the results of the revision of Law 59 of 2024 concerning the National Long Term Development Plan (RPJPN), had agreed that the discussion of the Election Bill would be discussed through the codification method or
omnibus law
.
He said the revision would change a number of substances related to elections and regional elections following the Constitutional Court (MK) decision, such as presidential nomination thresholds, parliamentary thresholds, and the separation of national and regional elections.
In the revision of the Election Law, continued Arse, the Constitutional Court has also ordered that there will no longer be a separate regime for elections and presidential elections or legislative and regional elections. So, he continued, the two related bills will be combined.
“The main reason is that we follow the Constitutional Court’s decision that there is only one electoral regime. There are no other regimes, the regional elections are an electoral regime, what’s the point if there is already one regime, we will create another electoral regime. Moreover, simultaneous regional elections, simultaneous national elections,” he said.
The plan, explained Arse, is that a working committee team (Panja) for the Election Bill will be formed in early 2026.
He said that the omnibus law on the Election Bill would later be agreed upon as an initiative proposal by the DPR, and discussed through a special cross-commission committee.
“And there has been an understanding that later during the discussion we will use the working tools of the Special Committee,” said Arse.
The Golkar Party politician believes that the DPR still has time to discuss the bill until the recruitment process for election organizers will begin at the end of 2026. Therefore, he said, the discussion process must begin immediately.
“This means that it can be guaranteed that it will be completed soon. Then in the middle of the year, if everyone agrees, we will enter into discussions,” he said.
