The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs deployed 9 teams to recover the population documents of communities affected by the disaster in Aceh, North Sumatra and West Sumatra.
Director General of Dukcapil, Teguh Setyabudi, said this quick step was taken to follow up on the directions of President Prabowo Subianto and Minister of Home Affairs Tito Karnavian.
Quick steps include: Mapping the areas of affected districts/cities, data collection on service facilities and infrastructure, data collection on affected residents, as well as data collection on urgent needs, including e-KTP forms and other service equipment such as Starlink internet access, solar panels, ribbons and film will also be prepared to strengthen services in the regions.

“Services to the community must not stop. Dukcapil must be present among the residents, even in an emergency situation,” said the Director General at a Disaster Response Coordination meeting with three provinces affected by flooding, namely Aceh, North Sumatra and West Sumatra, from Jakarta, Tuesday (9/12), in an official statement.
The team will start working Thursday (11/12) at nine points, including Aceh Tamiang, East Aceh, Cukalangsa, Central Tapanuli, North Tapanuli, Sibolga City, Padang Pariaman, Solok and Agam.Teguh emphasized that the team was not just present, but brought all the recording equipment needed.
For Aceh Province, 16 personnel were deployed with coordinators: Director of Dukcapil Apparatus Development, Erliani Budi Lestari, and Director of Population Registration and Civil Registration Muhammad Farid.The team’s assignments were in Aceh Tamiang (5 personnel), East Aceh (4 personnel), Langsa (5 personnel) districts.
North Sumatra Province as many as 14 personnel with PIAK Director Team Coordinator Brigadier General (Pol) M. Nuh Al Azhar, and Director of Regional Population Data Integration, Agus Irawan.This team is divided into assigned areas, namely Central Tapanuli Regency (4 personnel), North Tapanuli (4 personnel), and Sibolga (4 personnel).
For West Sumatra Province, 14 personnel were deployed with the Coordinator of the Directorate General of Dukcapil, Hani Syopiar Rustam, and the Director of National Population Data Integration, Handayani Ningrum.The team served in Padang Pariaman (4 personnel), Solok (4 personnel), and Agam (4 personnel) districts.
For each province, the Directorate General of Dukcapil Team will collaborate with the provincial Dukcapil Service, and the district/city Dukcapil Disdukcapil at the disaster location and the surrounding Dukcapil Disdukcapil.This service is also a follow-up because it had previously been started at a number of disaster points, including helping identify victims by scanning fingerprints which are directly connected to the Dukcapil database.
To anticipate communication networks that have not yet recovered, Dukcapil is also preparing backup connectivity.Apart from that, Teguh said that smooth electricity in the field will determine the success of the service, so Dukcapil is coordinating with the regions so that the energy supply is immediately stable.All population administration services for disaster victims are guaranteed to be free.
“If the network is not good, we bring M2M and even Starlink which we rent. We ensure the service is fast, easy, accurate and absolutely free of charge,” said Teguh.
Dukcapil also encourages damaged Dukcapil offices in affected areas to be immediately restored so that services return to normal.For people who have lost documents such as electronic KTP, family card or birth certificate, the replacement process is guaranteed to be easy.Teguh explained that the national biometric system makes identification easier.
Apart from that, the Minister of Home Affairs has also issued a circular requiring regions to speed up population administration services and coordinate with other agencies to replace non-resident documents.
