Eri Cahyadi said that prostitution practices had recently been arrested in the former localization area

Because of this, he denied that Dolly was said to be up and running again.According to him, the guesthouses that used to be locations for prostitution transactions have now closed and turned into places for Small, Micro and Medium Enterprises (MSMEs).

Eri revealed that most of the prostitution perpetrators caught in the raids were not Surabaya residents.Perpetrators who are proven not to have a Surabaya ID card will immediately be sent home after undergoing training at a shelter owned by the City Government.
“We will check whether he was a Surabaya citizen who was arrested yesterday in Dolly. If he is proven to be a Surabaya resident, we will provide guidance so that he doesn’t do it again, but if he is not a Surabaya resident, we will coordinate with the area of origin,” he said.
To anticipate the practice of prostitution surfacing covertly in the former Dolly localization area, Eri said, the City Government together with the DPRD are currently drafting a Regional Regulation (Perda) regarding Boarding Houses and Boarding Houses.
This PDIP politician said that this new regulation would strictly prohibit mixed boarding between men and women in residential areas to maintain morale and environmental order.
“In residential areas, the boarding houses must not be mixed. If they are mixed, it can be imitated by small children. This is something that is not allowed. So, all men’s boarding houses must be men, women’s boarding houses must be women, in households they must have different areas,” he said.
Eri also asked for residents’ participation in protecting their environment.Namely by not renting boarding houses to suspicious people and immediately reporting suspicious activities to the City Government and the authorities.
“So, we ask residents to also actively guard their villages and report to officers if there is any suspicious behavior (covert prostitution practices),” he stressed.
Apart from carrying out supervision, the Surabaya City Government is also carrying out evaluations so that the MSME centers and educational tourism in the former Dolly localization will be busy again, so that residents can have positive and productive activities.
“We don’t want the city government to do the driving, but for the youth there (Karang Taruna) to occupy and drive the educational tourism so that they can also own and maintain it,” he concluded.
Previously, the former Dolly localization, which was on Jalan Putat Jaya Timur, Sawahan District, Surabaya was reported to be operating again.Police officers also carried out raids and arrested four people, Saturday (15/11) early last morning.
The four people arrested were Harsono and Daud who were pimps, then LA and one underage woman who was a commercial sex worker (PSK).The police also confiscated evidence in the form of cellphones and hundreds of thousands in cash.While in the room, officers found contraceptives or condoms.
“We have arrested four people, two pimps and two commercial sex workers. Among the four people, one of them is a minor,” he said.
Currently, one minor child has been handed over to the Surabaya City Government Satpol PP for rehabilitation and social protection at the Surabaya City Government change house.Meanwhile, other perpetrators are currently accused of Article 46 and/or Article 37 of Surabaya City Regional Regulation Number 2 of 2020, concerning Amendments to Regional Regulation Number 2 of 2014, concerning the implementation of public order and public peace.
