The government is preparing a program to whiten dues arrears

for participants with certain criteria.
Through this policy, some participants can be free from the obligation to pay old arrears, as long as they fulfill the conditions that have been set.
BPJS Health Main Director Ali Ghufron Mukti explained that the way to reduce BPJS Health contribution arrears is to first ensure that the membership status has changed from independent to Recipient of Contribution Assistance (PBI) or Non-Wage Recipient Worker (PBPU) for the Regional Government.

Whitening only applies to people who were previously independent participants and had arrears, but whose contributions are now covered by the central government or regional government.
“Previously, (participants) were said to be independent, paid themselves, then were in arrears, even though they had moved to PBI, but still had arrears, or were paid by the regional government, the term PBU Pemda,” said Ghufron after meeting with Minister of Finance Purbaya Yudhi Sadewa at the Ministry of Finance office, quoted by CNBC Indonesia, Wednesday (22/10).
Ghufron explained that the elimination of arrears is only valid for a maximum of 24 months.Thus, if someone has arrears since 2014, then only the first two years can be written off.
“Even if 2014 starts, we will still consider it 2 years and we will still waive the maximum for 2 years,” he said.
He added that BPJS Health cannot write off all participants’ debts because it would burden the institution’s administrative system.
For this reason, this whitening policy is still in the discussion stage with the government and has not been officially determined.
Previously, Ghufron revealed that there were still around 23 million participants who were in arrears with contributions with a total value of more than IDR 10 trillion.
“Regarding the trillion, it is clear that it is more than IDR 10 trillion. Previously it was IDR 7.6 trillion, IDR 7.691 (trillion), yes, but that doesn’t include the others. That’s just the components that have changed,” said Ghufron at Campus 3 of Ahmad Dahlan University (UAD), Yogyakarta, Saturday (18/10) as reported by Antara.
He said the final decision regarding the official method and mechanism for whitening BPJS Health contribution arrears would be announced by President Prabowo Subianto or the Coordinating Minister for Community Empowerment after discussions at the government level were completed.
Thus, for people who want to receive whitening, the main step is to ensure that their membership status has changed to PBI or PBPU Regional Government, while waiting for an official announcement regarding the procedures for implementing this program.
