South Korea’s Unification Ministry, which handles relations with North Korea, declined to comment.North Korean leader Kim Jong Un said at an emergency party meeting in late July 2024 that he would strictly punish those who ‘grossly neglected’ their duties and were responsible for the casualties.

According to North Korean news reports, the flood caused widespread damage in the northwestern cities of Sinuiju and nearby Uiju, with more than 4,100 homes, 7,410 hectares of agricultural land, and many roads, buildings, and railway lines affected.
The rain that caused major flooding at that time was uncontrollable, submerging thousands of houses and large areas of agricultural land, and making many residents homeless.They were forced to live in makeshift tents.
North Korea said more than 5,000 people stranded in the cities of Sinuiju and Uiju had been rescued by airlift and other evacuation efforts.
North Korea is prone to flooding from heavy summer rains due to poor drainage, deforestation and dilapidated infrastructure.
The official Korean Central News Agency (KCNA) reported on Wednesday that around 4,100 houses, 3,000 hectares of agricultural fields and many public buildings, roads and railways in Sinuiju and Uiju were flooded.

The report further recommends, in the meantime, that North Korea: (1) impose an official moratorium on executions, (2) limit the death penalty to only the “most serious” crimes, as defined by international human rights standards, (3) prohibit the use of the death penalty for anyone under 18 years of age at the time of the alleged crime.
