Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono explained that apart from arresting fish-stealing vessels, his party had also curbed 104 illegal FADs in the same period.

“We can say that in the 2020-2025 period, 1,149 vessels were recorded as being seized. These were illegal vessels, then there were 104 illegal FADs that we controlled. The potential loss valuation is approximately IDR 16 trillion,” said Trenggono in a Working Meeting with Commission IV DPR RI, Wednesday (5/11).
Even though maritime surveillance operations continue to be carried out, Trenggono admits that the KKP fleet is still limited.Currently, there are only 34 surveillance vessels in operation, most of which are over 15 years old.Ideally, 70 surveillance ships are needed to monitor six marine zones from Sabang to Merauke.
Trenggono added that current supervision not only deals with illegal, unreported, and unregulated (IUU) fishing practices from foreign vessels, but also from domestic actors.
“On the other hand, from within the country, we do not have the proper capacity to anticipate internal arrests which also fall into the IUU fishing category,” he said.
On that occasion, Chairman of Commission IV DPR RI Siti Hediati Hariyadi alias Titiek Soeharto asked what the fate of the ships that had been confiscated were.He compared it with the policy during the time of Minister Susi Pudjiastuti which sank ships involved in illegal fishing.
Responding to this, Trenggono said that the KKP was no longer sinking ships, but rather handing them over to the relevant institutions according to regulations.
“Permission, if we don’t sink it, but it is in accordance with the regulations, it is handed over to the Prosecutor’s Office. Then later the Prosecutor’s Office auctions it off. We ask for something, then we hand it over to the Fishermen’s Cooperative. There is also that,” said Trenggono.
“The important thing is to take advantage of it,” said Titiek, welcoming the move positively.Confiscated ships should not be left to waste.Those thief ships can be used.
“We use it, that’s right. We also use it for surveillance ships, Mother. That’s the good one,” answered Trenggono.
Trenggono believes that using confiscated ships is more effective than sinking them, because it can strengthen the KKP’s surveillance fleet amidst the limited number of ships.
As part of strengthening supervision, the KKP applied for a loan worth IDR 5.828 trillion to the Spanish government to build 10 new monitoring vessels and an integrated marine monitoring system.This project will be carried out in stages starting in 2025, with a target of completion by the end of 2028.
Four ships will be built in Spain, while the other six will be built domestically as part of a technology transfer program.Next year, an allocation of IDR 2 trillion is proposed to Commission IV DPR RI to start the initial stage of development.
This project is part of the Maritime Fisheries Integrated Surveillance System (MFISS) program which includes a surveillance system, integrated monitoring center and procurement of maritime drones.
Trenggono ensures that implementation is carried out in a transparent and accountable manner, in collaboration with the Ministry of Finance and the National Development Planning Agency (Bappenas) to maintain the efficient use of loan funds.
He hopes that this new system will be able to suppress the practice of fishing theft and increase non-tax state revenues (PNBP) from the fisheries sector.
“If this can be implemented, hopefully the loss of at least IDR 16 trillion detected can be reduced,” said Trenggono.
