KKP Deposits PNBP IDR 775 Billion, Supported by Marine Space Utilization Permit

) deposit Non-Tax State Revenue (
PNBP
) from the issuance of marine space utilization permits or Conformity of Marine Space Government Activities (KKPRL) amounting to IDR 775.6 billion as of 23 December 2025.
KKP Director General of Marine Spatial Planning Kartika Listriana said that this figure exceeded the target set by the Ministry of Finance, namely IDR 500 billion.
“From a fiscal aspect, the implementation of KKPRL contributed PNBP of IDR 775.6 billion until December 23 2025, or around 155.12% of the target determined by the Ministry of Finance,” said Kartika in a press conference at the KKP office, Central Jakarta, Tuesday (23/12).

So far this year, the KKP has issued 773 KKPRL permits, both those approved or applied for by business entities and those confirmed or requested by the government.
KKPRL is the main licensing instrument for the use of marine space which provides legal business certainty for all stakeholders, while maintaining the sustainability of the marine ecosystem.
Kartika said that throughout 2025, 3,484 KKPRL applications have been received, both through OSS and e-SEA, with sector scope dominated by fisheries, ports and mining.
“Cumulatively, until 2025, around 3,484 KKPRL applications have been received, both through OSS and AC, with the dominant sectors being fisheries, ports and mining. The trend of KKPRL issuance has increased very significantly since 2022,” said Kartika.
He also explained that quite a lot of applications were submitted because marine space is a strategic space for business activities.Apart from that, he emphasized that the permit application was important so that there was no overlap between sectors.
“It turns out that it is quite significant that we have provided insight to business actors, business people, the public, and stakeholders that this licensing is important for legal certainty in business so that many people start to become aware and obey,” he explained.
