From the results of monitoring carried out by the Ministry of Environment from the air, there is a large contribution from land clearing activities for hydropower plants, industrial forest plantations, mining and also oil palm plantations behind the big floods in Sumatra.

The reason is, this activity triggers pressure on the wood material to fall and erosion in large quantities
“From the helicopter overview, it is clear that land clearing activities for hydropower plants, industrial forest plantations, mining and palm oil plantations are visible. This pressure triggers large amounts of wood material falling and erosion. We will continue to expand supervision to Batang Toru, Garoga and other watersheds in North Sumatra,” said Deputy for Environmental Law Enforcement at KLH/BPLH Rizal Irawan in an official statement from the Ministry of the Environment on Friday (5/12).
So, regarding these findings, Minister of Environment/Head of BPLH Hanif Faisol Nurofiq
visited a number of companies, including PT Agincourt Resources, PT Perkebunan Nusantara III (PTPN III), and PT North Sumatra Hydro Energy (NSHE), the developer of the Batang Toru hydroelectric power plant.
Based on field findings, the government decided to temporarily suspend the operations of the three companies and require environmental audits as a measure to control ecological pressure in the upstream watershed which has a vital function for society.
“Starting December 6 2025, all companies in the upper reaches of the Batang Toru watershed are required to stop operations and undergo environmental audits. We have summoned the three companies for an official inspection on December 8 2025 in Jakarta. The Batang Toru and Garoga watersheds are strategic areas with ecological and social functions that must not be compromised,” stressed Minister Hanif.
