“PSE registration is not only administrative in nature, but is an important instrument for ensuring Indonesia’s digital sovereignty, as well as protecting society in a healthy and responsible digital ecosystem,” said Director General of Komdigi Digital Space Monitoring Alexander Sabar on Monday (17/11).
Apart from that, Alex also revealed that Cloudflare is widely used as online gambling (judol) infrastructure.
Based on a sample of 10,000 judol sites processed between November 1 and 2 2025, more than 76 percent of them used Cloudflare services, including IP address masking and accelerated domain transfers to avoid content blocking.
Therefore, Komdigi asked Cloudflare to immediately carry out PSE registration, to make it easier to coordinate judol handling.
The obligation to register PSE is regulated in Minister of Communication and Information Technology Regulation Number 5 of 2020 (PM Kominfo 5/2020) concerning Private Electronic System Operators.
Based on Articles 2 and 4 of the Regulation, all Private Scope PSE operators, both domestic and foreign, are required to register their platforms before operating them.

Alex admitted that his party had conveyed to Cloudflare the discovery of the high number of online gambling site IPs located in the company.Komdigi has also called Cloudflare to ask for clarification and a commitment to register immediately as a Private Scope PSE.
If the platform ignores the notification and still fails to register, the platform may face administrative sanctions, including termination of access in accordance with applicable legal provisions.
Furthermore, Komdigi emphasized that the collaboration space is always open for global platforms as long as they show good faith regarding compliance and protection of the digital community.
