(KPK) is investigating the results of calculating state losses in the alleged hajj quota corruption case carried out by the Financial Audit Agency (BPK) when examining the former Minister of Religion

Corruption Eradication Commission spokesperson Budi Prasetyo explained that today’s examination focused on calculating state losses in carrying out the 2023-2024 Hajj pilgrimage through the additional quota obtained by the Indonesian government from Saudi Arabia.
“The examination of witnesses focused on calculating state losses carried out by BPK friends,” said Budi at the KPK’s Red and White Building, Jakarta, Tuesday (16/12) evening.

Budi said that the involvement of the BPK in calculating state losses in corruption cases was a form of good synergy in eradicating criminal acts of corruption.
Then, said Budi, the examination related to calculating state losses, he said, completed the pieces of data and information that investigators had previously obtained.
“Starting from the origins of this additional Hajj quota, where the Saudi Arabian government gave an additional 20,000 quota with the aim of reducing the long queues for the regular Hajj pilgrimage in Indonesia, because in reality prospective pilgrims have to wait for decades, some even wait up to 30-40 years to be able to carry out the Hajj,” said Budi.
The additional Hajj quota was obtained after the 7th President of the Republic of Indonesia, Joko Widodo, held a bilateral meeting with the Crown Prince who is also the Prime Minister (PM) of the Kingdom of Saudi Arabia, Mohammed bin Salman Al-Saud, on October 19 2023.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, the special Hajj quota is set at 8 percent of the Indonesian Hajj quota.
The special Hajj quota consists of special Hajj pilgrims and special Hajj officers.The remaining 92 percent is allocated for the regular Hajj quota.
The additional Hajj quota of 20,000 should be distributed to 18,400 regular Hajj pilgrims or the equivalent of 92 percent, and the special Hajj quota of 1,600 or the equivalent of 8 percent.
Thus, the number of regular Hajj pilgrims, which was originally only 203,320, would increase to 221,720 people.Meanwhile, the number of special pilgrims, which was originally 17,680, will increase to 19,280 people.
However, what happened was that the distribution was divided into 10,000 for the regular Hajj quota and 10,000 for the special Hajj quota.
This is as stated in the Decree (SK) of the Minister of Religion Number 130 of 2024 which was signed by the Minister of Religion at that time, Yaqut Cholil Qoumas, on January 15 2024.
“What does this mean? The addition of the Hajj quota then has an impact on the PIHK (Special Hajj Organizers) or Hajj travel agents who manage the Hajj quota, carrying out buying and selling, so that in the process of investigating this case the Corruption Eradication Committee (KPK) is continuously conducting checks on parties at the Ministry of Religion,” said Budi.
“How are the discretionary processes carried out, are the initiatives purely top-down from the Ministry of Religion or are there bottom-up, there are initiatives from below such as from associations or PIHK, because these affected parties then get a significant additional Hajj quota,” he continued.
The Corruption Eradication Commission (KPK) today scheduled an inspection of Yaqut and a number of Hajj and Umrah travel agencies.
During the ongoing investigation process, on August 11 2025, the Corruption Eradication Committee (KPK) issued a Decree prohibiting traveling abroad for Yaqut Cholil Qoumas, his staff, especially Ishfah Abidal Aziz, and the owner of the Maktour Travel travel agent, Fuad Hasan Masyhur.
The Corruption Eradication Committee (KPK) has also searched a number of places, such as Yaqut’s residence in Condet, East Jakarta, the Hajj and Umrah travel agent’s office in Jakarta, the ASN house of the Ministry of Religion in Depok, and the room of the Directorate General of PHU of the Ministry of Religion.
Many pieces of evidence allegedly related to the case were confiscated.These include documents, electronic evidence (BBE), four-wheeled vehicles and property.
