“Why go to the Ministry of Hajj? Of course it is related to the issue of granting Hajj quotas and the availability of facilities and so on. In general, that’s the case,” he added.
This one-star police general added that investigators will be in Saudi Arabia for at least one week.
“It will still be there, maybe a week more. We have received some information; photos have been sent to us,” he stressed.
The additional Hajj quota was obtained after the 7th President of the Republic of Indonesia Joko Widodo (Jokowi) held a bilateral meeting with the Crown Prince who is also the Prime Minister (PM) of the Kingdom of Saudi Arabia, Mohammed bin Salman Al-Saud, on October 19 2023.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, the special Hajj quota is set at 8 percent of the Indonesian Hajj quota.The special Hajj quota consists of special Hajj pilgrims and special Hajj officers.The remaining 92 percent is allocated for the regular Hajj quota.
The additional Hajj quota of 20 thousand should be distributed to 18,400 regular Hajj pilgrims or the equivalent of 92 percent, and the special Hajj quota of 1,600 or the equivalent of 8 percent.
Thus, the number of regular Hajj pilgrims, which was originally only 203,320, would increase to 221,720 people.Meanwhile, the number of special pilgrims, which was originally 17,680, will increase to 19,280 people.
However, what happened was that the distribution was divided into 10,000 for the regular Hajj quota and 10,000 for the special Hajj quota.This is as stated in the Decree (SK) of the Minister of Religion Number 130 of 2024, which was signed by the Minister of Religion at that time, Yaqut Cholil Qoumas, on January 15 2024.
The Corruption Eradication Commission (KPK) believes there was an Unlawful Act (PMH) related to the distribution of the additional Hajj quota.This is also supported by the opinion of legal experts.
The alleged corruption case in the additional Hajj quota for 2023-2024 is estimated to cost the state finances at least IDR 1 trillion.The KPK is waiting for the final calculation of state losses which is being carried out by the Financial Audit Agency (BPK).
Meanwhile, since the beginning of handling this case, the Corruption Eradication Commission has also collaborated with the Financial Transaction Reports and Analysis Center (PPATK) to trace the flow of money.
There have been many witnesses from both the Ministry of Religion and Hajj travel agencies and associations who have been questioned, including Yaqut Cholil Qoumas, Director General of Hajj and Umrah (PHU) Ministry of Religion Hilman Latief, Chair of the Nahdlatul Ulama (PBNU) Executive Board and Yaqut staff, namely Ishfah Abidal Aziz alias Gus Alex;Deputy Secretary General of the Central Leadership of the Ansor Syarif Youth Movement Hamzah Asyathry.
Then the owner of the Maktour Travel travel agency, Fuad Hasan Masyhur;Owner of PT Zahra Oto Mandiri (Uhud Tour) Khalid Zeed Abdullah Basalamah;Hajj and Umrah travel owner PT Muhibbah Mulia Wisata Pekanbaru Ibnu Mas’ud;Secretary Kesthuri Muhammad Al Fatih;Kesthuri Juahir Visa Division;Chairman Sapuhi Syam Resfiadi;to the Independent Commissioner of PT Sucofindo Zainal Abidi.
Meanwhile, on August 11 2025, the Corruption Eradication Commission issued a Decree prohibiting traveling abroad for Yaqut Cholil Qoumas, Gus Alex, and Fuad Hasan Masyhur.
The Corruption Eradication Committee (KPK) has also searched a number of places, such as Yaqut’s residence in Condet, East Jakarta, the Hajj and Umrah travel agent’s office in Jakarta, the ASN house of the Ministry of Religion in Depok, and the room of the Directorate General of PHU of the Ministry of Religion.
Many pieces of evidence allegedly related to the case were confiscated.Such as documents, Electronic Evidence (BBE), to four-wheeled vehicles and property.
