Integrity Assessment Survey (SPI) held by the Corruption Eradication Commission (
Corruption Eradication Commission
) stated that as many as 95 percent of respondents admitted that they had seen employees in the public service sector who received illegal levies or
extortion
.
SPI was implemented in the period 1 August to 31 October 2025 and reached 657 ministries, institutions, state-owned companies and regional governments.Participation involved various perspectives, starting from internal, the total number of respondents reached 837,693 people.
“(There are) 95 percent of respondents admitted that they had seen employees receiving gifts of money at the public service level. Gifts of money, goods or facilities from service users. The number is very high,” said Deputy Chairman of the Corruption Eradication Committee Agus Joko Pramono on the agenda of ‘Collaborative Talk on Building Integrity: From Data to Real Action’ at the Fort Vredeburg Museum, Yogyakarta, Tuesday (9/12).

Agus added that almost a third of respondents said that decisions in their office were influenced by kinship factors, alma mater and other closeness.
“This is a problem, our problem, these disparities and impartialities in public services are damaging, really destroying the order,” he said.
“You can imagine, our future children and grandchildren, yes, our future children, they will go to school, struggle, enter universities where competition is tough, enter universities where learning is tough, enter universities where the graduation rate is difficult, suddenly they have to be left behind, get sidetracked by people with better proximity and receive other interventions,” he continued.
Agus then asked that this be realized as soon as possible because it was very dangerous.
“Why? If you compete on proximity, if you compete for intervention, then this gap will damage the overall order. Because of what? There are very few people who have the ability to access, to intervene. In this Republic, there are very few,” said Agus.
“Thus, parties who have the authority to act fairly in a certain proportion or position should act fairly,” he said.
The SPI survey conducted by the KPK in 2025 recorded that the national integrity index was in the vulnerable category with a score of 72.32.
The SPI score is not just statistical data, but a real indicator that shows corrupt practices are still occurring.
Most respondents agreed that there are still practices of illegal levies in public services, games in permits and projects, and practices of conflicts of interest and buying and selling of positions in some bureaucracies.
