He said the Draft Regional Regulation (Raperda) on KTR had comprehensively considered various aspects on macroeconomic aspects.
This includes the contribution of the cigarette industry as well as long-term economic losses due to the burden of health costs and reduced citizen productivity.
“The executive believes that with a healthier society, productivity will increase and will ultimately create a stronger and more sustainable economic climate,” he said.
Previously, the policy governing KTR in Jakarta was only in the form of a gubernatorial regulation (pergub), namely DKI Gubernatorial Regulation Number 75/2005 and its amendment to DKI Jakarta Gubernatorial Regulation Number 88 of 2010 concerning No-Smoking Areas.
DKI Jakarta is one of the regions in Indonesia that does not yet have a Regional Regulation (Perda) regarding KTR along with several other cities in Aceh and Papua Provinces.
In fact, Health Law Number 17 of 2023 requires regional governments to determine and implement KTR in their respective regions.
He said that with the approval of the Draft Regional Regulation on KTR by the DPRD, it would be a real step to support Jakarta’s transformation towards a global city that is healthier and livable.

The DKI Micro, Small and Medium Enterprises (MSME) Coalition Izzudin Zindan hopes that the KTR regional regulation will accommodate the messages that have been conveyed by the Ministry of Home Affairs.

As for the documents resulting from this facilitation, the Ministry of Home Affairs asked the DPRD and the DKI Jakarta Provincial Government to adjust several provisions.

Apart from that, the Ministry of Home Affairs also requested the establishment of exemptions for the sale and purchase of cigarette products in places that carry out economic activities, such as markets, restaurants or eating places, and hotels.
Deputy General Chair of the Indonesian Modern Retail Entrepreneurs Association (Aprindo) John Ferry assessed that the results of the Ministry of Home Affairs’ facilitation provided a breath of fresh air for business actors.
He believes that the DKI Jakarta KTR Regional Regulation Draft (Raperda) will have a big impact on retail business actors.
“There are 67,000 shops in Jakarta that will be affected if the Draft Regional Regulation on KTR is designed excessively, considering that so far retail shops have made significant profits from cigarette sales,” he said.
Thus, Aprindo hopes that this regulation will not reduce the space for movement and growth for the retail sector.
