Nusron said this dispute involved PT Hadji Kalla, PT Gowa Makassar Tourism Development (GMTD) which is affiliated with the Lippo Group, as well as Mulyono and Manyombalang Dg.Solong.
He said this problem had been going on since the 1990s, long before he became minister.

“This case is a product of the 1990s. In fact, it has now been revealed because we are improving and reorganizing the land system to make it more transparent and orderly,” said Nusron, Sunday (09/11).
Based on investigations by the Ministry of ATR/BPN, the 19.4 hectare land in Makassar has two different rights bases.
The first basis is a Building Use Rights (HGB) certificate in the name of PT Hadji Kalla.This certificate was issued by the Makassar City Land Office on July 8 1996. The certificate is valid until September 24 2036.
The second basis, there is Management Rights (HPL) in the name of PT Gowa Makassar Tourism Development (GMTD) Tbk.This basis comes from the policies of the Gowa and Makassar Regional Governments since the 1990s.
Then, there was a lawsuit from Mulyono as well as the decision of the Makassar District Court Number 228/Pdt.G/2000/PN Makassar in the case between GMTD and Manyombalang Dg.Solong, where GMTD was declared the winning party.
Nusron said that legally, the decision is only binding on the parties involved in the case and their heirs.Thus, it does not automatically apply to other parties in the same location.
However, Nusron emphasized that legal facts also show that PT Hadji Kalla has rights based on different publications.
“Legal facts show that on this land there are several different basic rights and legal subjects. Therefore, the resolution must be based on data and careful administrative processes, not by generalizing one decision,” said Nusron.
Nusron emphasized that the ATR/BPN Ministry does not take sides with anyone, neither PT Hadji Kalla, PT GMTD (Lippo), Mulyono, nor Manyombalang Dg.Solong.
Nusron wrote to the Makassar District Court to request clarification and technical coordination.
Lippo’s answer
Lippo Group CEO James Riady opened his voice about his company being dragged into a land dispute which made JK angry.
James admitted that Lippo had shares in GMTD.However, he reminded that GMTD is a public company.
“The land is owned by a local government company in the area called PT GMTD, which is a public company, where Lippo is one of the shareholders,” said James when met at the Wisma Mandiri 2 Building, Jakarta, Monday (10/11).
James also denied reports of Lippo’s involvement in the land dispute.
“The land is not owned by Lippo. So it has nothing to do with Lippo. So we have no comment,” said James.
