“Regarding the permit for the construction of the airport, the decision was taken in a meeting that I chaired with a number of related agencies. It was given as a facility for investors,” said Luhut in his notes, Monday (1/12).
He said that permission was granted during the administration of the 7th President Joko Widodo (Jokowi).Moreover, other countries such as Vietnam and Thailand also provide this convenience practice.
“If they invest US$20 billion, it is natural for them to ask for certain facilities as long as they do not violate national regulations,” he said.
Luhut said at that time, the special permit given to IMIP Airport was only to serve domestic flights.This means that it does not require customs or immigration according to statutory regulations.
“At that time, we never allowed the airports in Morowali or Weda Bay to become international airports,” he stressed.
IMIP Airport is currently in the spotlight.This is the aftermath of a statement by Defense Minister Sjafrie Sjamsoeddin who said that airports not having state equipment was an anomaly.
This airport is different from Maleo Airport which was inaugurated by President Joko Widodo (Jokowi) on 23 December 2018, which is also in the Morowali area, Central Sulawesi.

This airport is used for domestic flights, and is managed by a private party with the supervision of the Directorate General of Civil Aviation of the Ministry of Transportation through the Makassar Region V Airport Authority.
However, it is known that currently IMIP Airport has had international status since August 2025. This is stated in the Decree of the Minister of Transportation Number KM 38 of 2025 concerning the Use of Airports that Can Serve Direct Flights from and/or to Abroad.
