said he had identified 27 problems currently entangling the institution
National Police
.He said that they would resolve this together.
He emphasized that all the findings were obtained from various public reports he had received over the last few years.
“I recorded 27 problems. Of that many, every time someone reported it, I wrote it down,” said Mahfud after attending DIRAYA 2025: Discussion with the People at Campus B, Universitas Airlangga (Unair) Surabata, Friday (14/11).

Mahfud said that the series of problems included various issues ranging from extortion, drugs, to allegations of abuse, and he had taken an inventory of all of them.
“Oh, this is extortion, oh this is a drug case, oh this is a problem of abuse. Then I wrote down all of that, yes there are 27 problems,” he said.
Mahfud explained that dozens of problems could actually be grouped into several large groups or clusters.However, he emphasized that the exact number remains 27 according to the records he compiled.
“If grouped, maybe it could become four large groups,” he said.
Even so, Mahfud refused to say there were certain issues that would be prioritized.He emphasized that all issues would be discussed by the National Police Reform Commission together with the National Police as equals.
“Everyone, there is no priority, basically we discuss all the problems. But like this, we are talking with the National Police. We are not doing it one-sidedly, everything is conveyed to the National Police, the data is checked and a solution is found together. Because we don’t want to position ourselves as superiors of the National Police, right,” he said.
Mahfud emphasized that the National Police Reform Commission does not position itself as the party that supervises or audits the National Police, but rather as a partner who wants to solve problems together.
“We are not superiors of the National Police, we are not inspectors who examine the National Police, but we want to improve together with the National Police. And the National Police openly has the same notes regarding its weaknesses,” he concluded.
