National Nutrition Agency (
BGN
) sets a daily incentive of IDR 6 million for each Nutrition Fulfillment Service Unit (
SPPG
) or the Free Nutritious Meals soup kitchen (
MBG
) that operates according to established technical standards and capacities.
This provision is contained in the Decree of the Head of BGN Number 244 of 2025 concerning the Third Amendment to the Technical Guidelines for the Implementation of Government Assistance for the MBG Program for the 2025 Fiscal Year.
Incentives are provided as availability-based payments or
availability-based
, meaning that the value of IDR 6 million per day is given to guarantee the preparedness and availability of SPPG services, not based on the number of portions served.

This amount is valid for two years and will be evaluated after that period.
“The SPPG facility incentive is given in the amount of IDR 6 million per operational day per SPPG. This amount is valid for a period of two years, then an evaluation will be carried out,” reads the decision which was issued on October 27 2025.
This mechanism applies even though public kitchens are not yet operating at full scale.In fact, incentives are still paid when MBG services are temporarily suspended, provided that the termination is no more than three calendar months in one fiscal year.
Payments will be stopped only if SPPG operations are permanently stopped.
“Even though BGN temporarily stopped SPPG operations, incentives were still given. Incentives are not paid if SPPG is permanently dismissed,” wrote the official document.
Incentives also apply to independent SPPGs, namely public kitchen facilities that are built and financed independently, with provisions regarding specifications for land, buildings, kitchen utensils, cutlery, facilities and infrastructure, volunteer uniforms, and

The aim is to encourage accelerated facility readiness, appreciate partner contributions, and ensure continued support for the community.
