Even so, Rini emphasized that ministries/institutions (KL) must also start preparing formations for civil servants.This is because new formations for civil servant candidates (CPNS) were not opened at the start of this government because the structural conditions were not yet stable.
One form of instability is the increase in the number of ministries to 48 in the era of President Prabowo Subianto’s government, which was originally only 34 in the government of the 7th President of the Republic of Indonesia Joko Widodo (Jokowi).Thus, this results in adjustments to the placement of the State Civil Apparatus (ASN) itself.
Rini also said that all policies, including the discourse on adjusting PPPK status to become civil servants, must be based on legislation.This includes adjustments to the personnel selection process itself.
“In my opinion, of course it must be adjusted to statutory regulations. So if for example (the status adjustment is applied) of course you have to follow it because everything has to go through a selection process,” explained Rini.
However, Rini also said that the most important thing is not just the status of the ASN, but also how the government can ensure equal welfare for ASN employees, both PNS and PPPK.
“Both civil servants and PPPK have jobs that serve the public. It’s just that PPPK is the same as PKWT in the private sector, he works based on his professionalism, then he is given a term and the term can be extended, but of course by increasing his competence in accordance with this,” said Rini.
“But this is also the case for civil servants, with a different system. But the most important thing in my opinion is not a question of status, but that we are trying to improve the welfare system for ASNs. In my opinion, all of them have a very extraordinary role in serving society,” he added.
It is known that the discourse on changing PPPK status to PNS emerged at the same time as the process of revising Law Number 20 of 2023 concerning State Civil Apparatus (ASN) was implemented.
Currently, the revision of the ASN Law has been included in the 2025 Priority National Legislation Program (Prolegnas).
