Minister of the Environment (LH) Hanif Faisol Nurofiq emphasized this
government
will not hesitate to take legal action, including criminal penalties, if it is found that there was an element of deliberate throwing of wood material into the river to make the disaster worse

in North Tapanuli.
Hanif conveyed the warning after carrying out a work visit and direct verification in Garoga District, an area affected by floods and landslides in the upstream River Basin (DAS).He ensured that the entire inspection process was carried out in detail to trace the source of the wood material that filled the Garoga River.

“Preliminary inspection results show that the wood that was swept away by the flood was a combination of natural fallen trees and wood material that entered the river unnaturally,” said Hanif in a statement confirmed in Jakarta, citing Antara.
He emphasized that the government would take firm action if there was evidence that the material was dumped or allowed to enter the river on purpose.
“If it is later found that there are parties who deliberately throw away or allow wooden materials to enter the river flow, thereby increasing the risk of flooding, then we will immediately take legal action, including criminal charges,” he said.
During the visit, Hanif visited the affected points, had a dialogue with residents who had lost their homes, and monitored the flow of the river which was filled with wood. The temporary findings will be studied further by an environmental study team involving experts, academics, and an audit team from the Ministry of Environment/BPLH.
This study includes tracing patterns of material movement, potential violations of space use, and the possibility of human activity disrupting the function of the upstream watershed.
“Handling this disaster must start from facts on the ground and accurate environmental studies. If someone deliberately damages the function of the upstream watershed, the law will take firm action for the safety of the community and environmental sustainability,” stressed Hanif.
Four companies were temporarily suspended
The Ministry of Environment together with the Environmental Control Agency (BPLH) are also expanding preventive measures.Based on field inspections and aerial verification over the last two days, one additional company was added to the list of temporary suspension of business activities.
Thus, a total of four companies are now temporarily suspended until the environmental audit is completed. This step was taken to ensure that business activities in the upstream watershed area do not worsen hydrological conditions or endanger the safety of residents.
The environmental audit process, permit compliance checks, and space utilization evaluation will be carried out strictly, transparently, and involve independent experts.
Hanif ensured that the government focused on emergency management while comprehensively mapping environmental causes before determining recovery steps. It is hoped that this effort will be able to prevent similar incidents and strengthen protection of the upstream watershed area.
“We ensure that the wood material does not come from upstream Batang Toru, but detailed inspections are still ongoing. We are taking all steps for the safety of the community,” he concluded.
