said he had sealed four legal subjects in the South Tapanuli and North Tapanuli Regencies, North Sumatra.
Raja Juli said the sealing was carried out because it was suspected to be the cause of floods and landslides in the North Sumatra region.
The four legal subjects that were sealed include the TPL Concession in Marisi Village, East Angkola District, South Tapanuli Regency, Land Rights Holder (PHAT) Jhon Ary Manalu, Pardomuan Village.

Then PHAT Asmadi Ritonga, Dolok Sahut Village, Simangumban District, North Tapanuli Regency, and PHAT David Pangabean, Simanosor Tonga Village, Saipar Dolok Hole District, South Tapanuli Regency.
“Our team in the field has started carrying out law enforcement operations by sealing 4 legal subjects out of around 12 legal subjects suspected of committing violations related to the disaster in Sumatra,” he said in a written statement, Saturday (6/12).
Raja Juli said that his party had also investigated allegations of forestry violations in the Batang Toru Watershed (DAS).Starting from collecting evidence from wood samples to examining related parties.
He claimed that he would take firm action against all perpetrators of forest destruction in this case.He admitted that his party had also identified 8 other land areas to be immediately sealed.
“Apart from the 4 legal subjects that have been sealed, 8 others have also been identified and will soon be sealed,” he concluded.
Previously, the Ministry of Forestry (Kemenhut) found five forest logging locations that did not comply with regulations.The five of them are suspected of being the trigger for the Sumatra floods.
Director General of Forestry Law Enforcement Dwi Januanto Nugroho said, from the results of the initial analysis, apart from extreme rainfall, there were indications of environmental damage in the upper reaches of the Batang Toru and Sibuluan river basins (DAS).
He said that the loss of forest cover on the slopes and upstream of the watershed is thought to reduce the soil’s ability to absorb water so that extreme rain more quickly turns into strong run-off, triggering floods and landslides.
Dwi explained that the logs carried by the current also indicated suspicions of land clearing and logging activities that did not comply with regulations.
“We see a clear pattern: where there is forest damage upstream due to illegal activities. There the potential for downstream disasters increases drastically,” he said in a written statement, Saturday (6/12).
