This provision is contained in the Minister of Trade Regulation (Permendag) Number 43 of 2025 concerning Packaged Palm Cooking Oil and Management of People’s Cooking Oil.This regulation was signed on December 12 2025 and takes effect 14 days after it is promulgated.
Minister of Trade Regulation Number 43 of 2025 revises Minister of Trade Regulation Number 18 of 2024 concerning Packaged Palm Cooking Oil and Management of People’s Cooking Oil.

“To increase consumer affordability, producers as referred to in Article 7 paragraph (3) letter a are obliged to distribute MGR of at least 35 percent of the realization of meeting domestic needs (domestic market obligation) through Perum BULOG and/or BUMN Food as D1,” writes Article 12 Paragraph 1 of this regulation.
Minister of Trade Budi Santoso said this regulation aims to ensure that the price of Minyakita on the market and accepted by the public is truly in line with the Highest Retail Price (HET).
“The government will strengthen the distribution of Minyakita through BUMN because so far it has been proven to be able to maintain its selling price according to the HET. Minister of Trade Regulation Number 43 of 2025 will help realize this distribution efficiency,” said Budi in a statement, Tuesday (16/12).
According to him, strengthening the role of BUMN as Oilita distributors is one of the points for improving the people’s cooking oil policy as stated in the regulatory provisions in Minister of Trade Regulation Number 43 of 2025.
This effort is to ensure that distribution runs more quickly and is coordinated, so that the price of Minyakita can be maintained according to the HET in various regions.
In addition to strengthening the role of BUMN as distributors, Minister of Trade Regulation Number 43 of 2025 strengthens the regulation of prioritizing the distribution of Minyakita in people’s markets.The focus is on strengthening people’s markets as the main distribution channel.
Budi emphasized that ensuring the availability of Minyakita in people’s markets is important considering that people’s markets are a barometer of supply and prices, as well as places that are easily accessible to consumers.
“The distribution of Minyakita to people’s markets is carried out so that it is easier for people to get quality cooking oil at affordable prices. People’s markets themselves are a barometer of the national economy. People’s markets are objects for measuring the level of economic growth, inflation developments and the availability of basic necessities (bapok),” he concluded.
