Initially, Suahasil explained that the amount of state spending related to transfers to regions (TKD) was IDR 713.4 trillion.

“We have transferred Rp. 713.4 trillion in transfers to the regions. This Rp. 713.4 trillion now means it is in the APBD,” explained Suahasil in a press conference for our APBN at the Ministry of Finance office, Central Jakarta, Thursday (20/11).
Then, he conveyed several components of expenditure at the regional level, namely the amount of personnel expenditure amounting to IDR 343.4 trillion in October 2025 is still

compared to IDR 345 trillion in October 2024 because it is used to pay employee salaries.
However, Suahasil regretted that other components in the form of spending on goods and services, capital spending and other spending were still lower.
Meanwhile, expenditure on goods and services in October 2025 was IDR 226.7 trillion compared to IDR 253.5 trillion in October 2024, capital expenditure in October 2025 was IDR 74.2 trillion compared to IDR 108.6 trillion in October 2024, and other expenditure in October 2025 was IDR 164.2 trillion compared to IDR 227.5 trillion in October 2024.
“We also want the APBD spending to be higher than last year. So that the effect of spending on society, the effect of encouraging the economy, growth, can happen. We want to convey this to all Regional Governments to spend more quickly in November and December,” said Suahasil.
“What we see is that the difference with last year’s spending is: this year APBD spending is IDR 126.1 trillion lower,” he added.
Furthermore, Suahasil also said that regional government deposits in banks were still high because they had not yet spent the budget that had been transferred.
“Regional government deposits in banks are still high. This is because they have not yet spent. So if you look at January 2025, IDR 143 trillion, this savings fund continues to increase to, as of September our record is IDR 244 trillion,” he concluded.
