This is in response to the statement by the Regent of South Tapanuli who said that the Ministry of Forestry would open logging permits in his area in October 2025.
“There has not been a single logging permit since July 2025 in South Tapanuli,” said Director General of PHL Laksmi Wijayanti in his statement, Tuesday (2/12).

Laksmi said that the Regent of South Tapanuli had sent two letters in August and November.In his letter, the Regent of South Tapanuli requested that Land Rights Holders (PHAT) in his area not be given access to the Forest Product Administration System (SIPUHH).
“And indeed we have implemented this by not opening a single SIPUHH access in South Tapanuli,” he said.
Laksmi revealed that illegal activities had occurred in the South Tapanuli PHAT area and action had been taken on October 4.
“Indeed, illegal activities have occurred in the Tapsel PHAT area, so that on October 4 2025, the GAKKUM Center of the Ministry of Forestry, in collaboration with the Regency Government, arrested 4 (four) wood transport trucks with a volume of 44 M3 originating from PHAT in Lancat Subdistrict,” he said.
Laksmi explained that the SIPUHH service for PHAT is not a permit.Rather, it is a facility for administering the use of naturally grown wood in areas that are not state forests, but have other use areas (APL).
According to Laksmi, Land Rights (HAT) documents are the authority of regional governments and land agencies.He said, natural wood growing in PHAT is outside the forest area, so supervision of wood use is carried out by the local government.
Furthermore, said Laksmi, violations that occur in forest areas will be handled by the Directorate General of Forestry Gakkum in accordance with applicable law.
Laksmi stated that violations of timber use outside forest areas are handled through general criminal law enforcement in collaboration with the police and local government.
“We will not compromise on the practice of misuse of HAT documents or illegal use of wood. Law enforcement will take place against anyone who violates it,” he said.
