“We have done everything we can to deal with this typhoon, but sometimes there are unexpected things like flash floods,” said Cebu Governor Pamela Baricuatro, quoted by CNA.
The Philippine military said the crew was traveling to provide humanitarian aid to provinces hit by Typhoon Kalmaegi.
Meanwhile, a rescue volunteer, Caloy Ramirez, said the typhoon-triggered floods had turned elite homes on Cebu City’s riverbanks into “chaos”.
“We always prepare for the worst, and what I saw yesterday was absolutely the worst,” Ramirez told the Associated Press.
Residents admitted that floodwater filled the ground floors of their houses in a matter of minutes, making them panic and rush to the upper floors or roofs of their houses.
He described the faces of desperate residents as shining with relief when they realized they had been rescued.
According to weather forecasts, Kalmaegi is now moving away from western Palawan province into the South China Sea before Wednesday afternoon and speeding towards Vietnam.
