Ahmad Muzani asked for time to meet the President of the Republic of Indonesia Prabowo Subianto to discuss the discourse on re-implementing the Great State Policy Line (GBHN) which is now referred to as the Principles of State Policy (
PPHN
).
“Yes, we are asking for time to meet with the president to discuss this issue,” said Muzani at the Presidential Palace in Jakarta, Monday (10/11).

Muzani said the material prepared by the MPR regarding the GBHN issue was final and would soon be submitted to Prabowo for further discussion.
At the same time, Muzani also said that later they would discuss the legal basis for reintroducing GBHN, whether through TAP MPR or other regulations.
“So, what we want to discuss is whether TAP MPR or Law or what,” said Muzani, who is known to have been the Secretary General of the Gerindra Party.
For your information, GBHN is the outline set by the MPR as a comprehensive and integrated statement of the people’s will for a period of five years.However, the GBHN is no longer in effect since the amendments to the 1945 Constitution after the 1998 reform which changed the role of the MPR and the president.
Since several years ago there was talk of reviving the GBHN, but then it was proposed using the PPHN method so that there was no need to amend the ’45 Constitution.
At the MPR annual session on Friday (15/8), Muzani said that the MPR study body, supported by the constitutional study commission, had completed the PPHN formulation.
He also invited all elements in Indonesia, from state institutions, academics, to community leaders, to convey their views regarding the discourse on reintroducing PPHN.
“On August 6 2025, in a joint meeting attended by the leaders of the DPD factions and groups, the MPR study body presented the results of the initial formulation of the PPHN,” said Muzani in his speech at the MPR RI annual session at that time.
