National Police Chief
General Listyo Sigit respects the contents of the Government Regulation (PP) which regulates the placement of active Polri members in civilian positions.
“Of course, as a law-abiding institution, we of course really respect what will become the PP’s decision,” said Sigit at Balai Kartini, Jakarta, Saturday (20/12).
Sigit said that the Polri’s authority to follow up on Constitutional Court (MK) decisions is limited, so it can only issue Polri Regulations.

Recently, the National Police Regulation (Perpol) of the Republic of Indonesia Number 10 of 2025 which regulates the placement of active members in civil positions has sparked controversy.The regulations regulate 17 ministries/agencies that can be filled by active police officers.
“However, perhaps, if there are still deficiencies in it, of course we also need to fix this. And of course we are grateful to the President [Prabowo Subianto], to the Coordinating Minister for Law, who then withdrew this problem to be resolved at a higher level, namely at the PP,” said Sigit.
“Because we can only make a Perpol which can only regulate the police, while there are other laws which the National Police cannot regulate,” he added.
The government is currently planning to draft a PP to regulate National Police members holding civilian positions.Coordinating Minister for Law and Human Rights Imipas Yusril Ihza Mahendra said that until now the civil positions that can be held by members of the National Police have not been regulated at the Government Regulation level.
He admitted that Indonesian President Prabowo Subianto had also approved the drafting of this Government Regulation.Apart from that, Yusril said that the Ministry of Administrative and Bureaucratic Reform and the Ministry of State Secretariat had also prepared a draft of the Government Regulation.
“And we came to an agreement that we will immediately prepare a draft government regulation to implement the provisions in Article 28 paragraph 3 of Law 2/2002 concerning Polri, and implement Article 19 of Law No. 20 of 2003 concerning ASN,” Yusril.
Chairman of the National Police Reform Acceleration Committee, Jimly Asshidique, hopes that the discussion of the PP will be completed as soon as possible. He is targeting the regulation to be completed in January 2026.
“Hopefully in the not too distant future, say next January, a Government Regulation will provide a solution to the chaos of various problems regarding the issue of holding multiple positions,” said Jimly.
