The ATR/BPN Ministry is ready to assist the investigation process by providing data if requested by the anti-corruption agency.According to Nusron, every land acquisition process for a national project should have gone through strict stages according to applicable procedures.
“In principle, as ATR/BPN, if we ask for data, we will convey it. We will just say that. But land acquisition must have gone through strict procedures,” said Nusron.
He explained that in the land procurement mechanism, price determination cannot be done haphazardly, because it must be based on the results of an independent appraisal agency’s assessment.
If an agreement cannot be reached between the entitled party and the government, the process will continue through a consignment mechanism or deposit of compensation money in court.
“Usually when it comes to price, the price uses an appraisal. If there is no appraisal agreement, we insist on consignment. That’s how it usually is,” he said.
The Corruption Eradication Committee (KPK) is currently investigating alleged criminal acts of corruption in the Whoosh high-speed train project carried out by PT Kereta Cepat Indonesia China (KCIC).The Corruption Eradication Commission (KPK) suspects that state-owned land is being sold back to the state through certain individuals.

Asep explained that some of the land used for the national project was even sold at prices above market value, even though the state should not have to pay to use its own land.
“Even if it is a forest area, for example, it will be converted later to other land,” he said.
The Corruption Eradication Commission also highlighted indications of inflation or mark ups in land acquisition for the Whoosh project.
“If the payment is reasonable, then we will not take a case. However, for those whose payments are unreasonable, mark ups, etc., what’s more, it’s not their land, it’s state land. We have to return the money to the state,” said Asep.
Previously, former Coordinating Minister for Political, Legal and Security Affairs Mahfud MD also revealed allegations of mark up in the project.
In his calculations, the cost per kilometer of the Whoosh fast train in Indonesia reaches US$52 million or the equivalent of Rp. 869.1 billion (assuming an exchange rate of Rp. 16,714 per US dollar), or almost three times the cost of a similar project in China which is only around US$ 17-18 million per kilometer.
Until now, the Corruption Eradication Commission (KPK) is still investigating the alleged sale and purchase of state land, including the possibility of parties taking advantage of national strategic projects to gain personal gain.The follow-up inspection will focus on the land acquisition process and price determination.
